Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR SUBPART 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. *** The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. However this requirement is unrestricted and all interested Contractors may submit a quote. *** ***The National Institute of Standards and Technology (NIST) has a requirement for one (1) each, Long-Pulse Solar Simulator to be used in the Building Environment Division at NIST in Gaithersburg, Maryland. *** ***All interested Offerors shall provide a quote for the following line items: Line Item 0001: The Contractor shall furnish one (1) each, Long-Pulse Solar Simulator. ***Specifications: 1. Allow the measurement of the photovoltaic test panel's IV curve, including open circuit voltage, short circuit current and maximum power point current, voltage and power for various test conditions. 2. Electronics that allow automatic translation of the test results to standard test conditions: 1000 W/m to the second power, 1.5 AM spectrum, and 25 degrees C panel temperature. 3. Meet or exceed requirements specified in IEC Standard 60904-9 that qualify the unit as being a Class A solar simulator. In addition, for a measurement at standard test conditions, a minimum of 70 percent of the illuminated area must correspond to a spatial uniformity of the light that is within plus/minus 1.5 percent of the average irradiance. The evaluation shall be based on dividing the test plane into a grid pattern and using a reference cell having nominal dimensions of 125 mm x 125 mm or smaller. 4. Meet or exceed the IV and temperature measurement accuracy requirements and procedures specified in IEC Standard 60904-1. 5. Single, long-pulsed light source a. overall flash duration = 14 milliseconds or greater* b. duration of plateau for flash over which IV curve data is collected = 10 milliseconds or greater* 6. Application: research institution; measurement system will not be integrated into a production line so load time is not important. 7. Area of illuminated test plane: 1.8 meters in diameter or greater 8. Want set-up where the linear distance between the light source and the test PV panel can be varied to allow irradiance variation in the plane of the test PV panel. 9. Irradiance range permitted by setup/instrument: at least from 500 W/m to the second power to 1100 W/m to the second power 10. Placement of light source and test PV panel must fit within the laboratory dimensions of: a. floor area of 4.0 m x 8.0 m b. lab ceiling height = 6.0 m 11. Resolution provided for IV data acquisition: 12 bit AD conversion (minimum), 16 bit preferred. 12. Capable of PV panel voltage measurements = 120 V and lower; minimum of 3 voltage range levels 13. Capable of PV panel current measurements = 15 A and lower; minimum of 3 current range levels 14. Minimum number of data points collected per IV curve trace: 50 points 15. Light source must be housed separate from the electronic load/data acquisition system. 16. Operator training course provided by the manufacturer. 17. Instrumentation labeling and user manual written/translated to English. 18. Data acquisition system shall be Windows 2000 or XP compatible. 19. Minimum of 1 year warranty on all parts except lamp bulbs. *Note: these requirements can be waived if the solar simulator manufacturer can otherwise prove that the delivered product gives accurate measurements when applied to large building integrated photovoltaic panels (areas of 1.2 x 1.4 or larger) and to thin film modules, including ones using the following cell technologies: triple-junction amorphous silicon, CIS, CIGS, and CdTe. ***Delivery shall be FOB DESTINATION and be completed in accordance with the Contractor?s commercial schedule. *** ***The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. *** ***Award will be made to the Offeror whose quote offers the lowest price, technically acceptable quote. *** ***The following provisions and clauses apply to this acquisition: Provisions: 52.212-1, Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items. ***Offerors must complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3 Offerors Representations and Certifications- Commercial Items. SECURITY REQUIREMENTS Because of heightened security, FED-EX, UPS or similar delivery methods are the preferred method of delivery of proposals. If proposals are hand delivered, delivery must be made through Gate A, and a 48 hour (excluding weekends and holidays) prior notice must be made to the Contracts Office at 301-975-4959. Notice must include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-US citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility. NIST IS NOT RESPONSIBLE FOR LATE DELIVERY DUE TO THE ADDED SECURITY MEASURES. In addition, offerors who do not provide a 48-hour notification in order to coordinate entrance to the NIST campus assume the risk of not being able to deliver offers on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, building, room number, etc.) If 48 hour notification was not provided, it is suggested that your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitor?s center and complete delivery. ****Submission must be received by 3:30:00 p.m. local time on August 3, 2005. FAXED AND EMAILED QUOTATIONS SHALL NOT BE ACCEPTED.
