Description
The National Institute for Occupational Safety and Health (NIOSH) has a requirement for transmission electron microscopy (TEM) analysis of airborne fiber samples using two modifications of the International Organization for Standardization (ISO) Direct-Transfer Method (10312, 1995-05-01). The purpose of this requirement is to obtain the TEM analyses NIOSH requires, using the two modified methods. These air samples were originally collected from an asbestos textile facility which used primarily chrysotile asbestos. The samples were collected on mixed cellulose ester filters; and TEM grids were prepared and are ready for TEM analysis. The results of the TEM analyses are to be provided to NIOSH in a specified data recording and file format. Minimum Vendor Qualifications: 1. Personnel Requirements: Must have personnel with documented training and experience in TEM analysis of airborne asbestos fiber samples, including documented experience in using the ISO method 10312 (1995-05-01). The current accreditation and certification for performing TEM analyses must be provided to NIOSH, and the regular schedule of calibrating the TEM instrument. The qualifications and experience of the analyst who will be performing these TEM analyses must be provided. 2. Methods: Must provide documentation that demonstrates a thorough knowledge of and experience in using the ISO method 10312 (1995-05-01) for TEM analysis of asbestos fiber samples. Must also demonstrate an understanding of the specific approach to be used, as described in the Statement of Work of the Request for Quotations/Solicitation. The standard quality control procedures of the laboratory, and specifically those pertaining to the TEM analyses to be performed, must be provided to NIOSH in writing. The laboratory procedure for storing the samples, and for returning them safely to NIOSH after completion of the analyses, must be provided in writing. Finally, a plan demonstrating that the laboratory has the capability to perform all requirements in by a single qualified analyst, and to provide the sample results, within the due date must be submitted to NIOSH. Request for Quotation/Solicitation Number 2005-Q-02219 shall be uploaded to this website and available on or about August 1, 2005. No telephone requests shall be accepted. This acquisition shall be processed under FAR Part 13, Simplified Acquisition Procedures.
