- US ARMY TACOM-Picatinny is conducting Market Research for the Armaments Research Development Center (ARDEC) at the Picatinny Arsenal for the support of the following capabilities: performance of research, development, engineering and testing for design, development, fabrication, manufacture, surveillance, and demilitarization of lethal and less than lethal weapon systems, subsystems, and components using energetic materials (propellants, pyrotechnics, explosives) and high energy elements (high powered laser, radio frequency, and pulse power) and acoustic technology applications. ARDEC is the US Army???s lead agency in Non-lethal weapons technologies and Directed Energy weaponry. Work would occur primarily at Picatinny Arsenal, NJ 07806, with additional support required where ARDEC has a program requirement. On-site facilities and equipment will be provided. Work product would be generated in secure handling and environments up to and including TOP SECRET. There is significant safety regulation and Standard Operating Procedures adherence. The subsequent contract is contemplated as an Indefinite Deliveries/Indefinite Quantities contract with Firm Fixed Price, Firm Fixed Price-Level of Effort, and Time and Materials task or delivery orders. The contract will have a base period of performance of one year and option periods for four additional one-year performance periods. The NAICS code is 541330 (Engineering Service on Military and Aerospace Equipment), SIC code is 8711, with a Small Business size standard of NTE $28,000,000. In order to be considered for inclusion in the distribution list, potential contractors must indicate their business size and status (SDB, Woman Owned, etc.). The response should include performance information and references to the contractor???s abilities. All responses must include company name, address, POC, phone number, fax number, email address, business size, taxpayer identification number, DUNS number and CAGE code. All contractors must be registered in the Central Contractor Registration at http://www.ccr.dlis.dla.mil/ccr/scripts/index.html. It is anticipated that a 5- yr contract will be awarded, with a base year requirement and four (4) option years. Responses to this survey shall be submitted within 30 calendar days from the date of this publication to US Army TACOM-Picatinny, Picatinny Center for Contracting and Commerce, AMSTA-AQ-APH, ATTN: James L. Turner, Picatinny Arsenal, NJ 07806-5000. Submissions must be in electronic format and may be mailed so as to arrive by the due date or sent via electronic mail to jlturner@pica.army.mil. All information collected from this market survey shall be used for planning purposes only. Inadequate information may not support all potential acquisition strategies and follow-up requests are not planned.
