- This request is for information purposes only. NO SOLICITATION WILL BE ISSUED IN RESPONSE TO THIS ANNOUNCEMENT. The U.S. Office of Personnel Management (OPM) may issue a solicitation for services of a contractor to provide support services at the OPM Federal Investigations Processing Center in Boyers, Pennsylvania. The support services are directly related to the background investigation process and include the following services: mailroom services; data entry; screening of investigative materials; case file maintenance; telephone and visitor reception; microfilm, imaging; repository; and any other services related to the search, retrieval, and conduct of background investigations documents. The purpose of this synopsis is to ask small business concerns to submit capability statements to evaluate as a basis for determining whether this acquisition should be conducted as a small business set-aside pursuant to Federal Acquisition Regulation Subpart 19.5. No contract will be awarded as a result of this notice. A separate synopsis will be published prior to the release of the solicitation. The North American Industry Classification System is 561110. A small business is defined as having an average annual net income of $6 million or less over the past three years. It is important that submitted capability statements include complete information addressing each of the following information requirements. 1. Description of the company?s organization including the facilities and financial resources available and any foreign ownership or control of the company, of any parent company, of any subordinate company, and/or other foreign holdings; 2. Description of the company?s experience and past performance conducting: mailroom services; data entry; screening of investigative materials; case file maintenance; telephone and visitor reception; microfilm imaging; repository; and any other services related to the search, retrieval, and conduct of background investigations and provide names and phone numbers of references that can attest to the company?s past experience; and 3. Description of the personnel resources available or ability to obtain resources, and the qualifications and experiences of such personnel to perform or manage investigative work. Capability statements will be reviewed to determine whether the contract may be a set-aside for small businesses. Responses to this synopsis must be received not later than 12:00 p.m. EDT on August 1, 2005.
