- Description
- The Federal Law Enforcement Training Center (FLETC), 9000 Commo Road, Cheltenham, MD, intends to award a sole source contract to Time Trade Systems, 70 Blanchard Road, Burlington, MA 01803 for a one-year lease of a software program. It is a real-time and rules-based scheduling system that will: (1) consolidate and coordinate multiple program functions by capturing instructor assignments and hours; (2) track basic student identification and contact information and registration; (3) schedule students, facility and resource scheduling; (4) create pre-training and post-training rosters; (5) track training results (scores) for advanced driver training and firearms re-qualifications; (6) track firearm weapons and ammunition used for re-qualification; (7) capture and maintain financial information (class, student, instructor, and supplies costs); (8) generate billing information via financial data linkage to FLETC Glynco (via Momentum); (9) provide data storage/and backup for historical purposes; (10) generate electronic reports, invoices, lists, rosters and other miscellaneous reports as required by agency; (11) be XP/IP compatible; (12) have wait-list capability; (13) allow multiple users with roles-based security access levels; (14) provide E-mail notification of schedule/rosters to instructors, training coordinators, students and security, and; (15) provide technical support/help desk from the provider and training for users. This synopsis is a notice of intent to award under other than full and open competition and should not be viewed as a request for competitive proposals. However, all responses received by the date identified above will be considered by the Government. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The following provisions in their latest additions apply to this solicitation. FAR 52.212-1, Instructions to Offerors, Commercial Items: FAR 52-212-3, Offeror Representations and Certifications (must now be registered in ORCA); FAR 52-212-4, Contract Terms and Conditions -Commercial Items with addendum that the Government will not pay taxes where an exemption applies. FAR 52-212-5, Contract Terms and Conditions Required to Implement Statues, Executive Orders. Commercial Items and the following additional clauses therein apply: 52.222-21, 52-222-26, 52.222-35, 52.222-36, 52-222-37, 52-225-33 Payment bt Electronic Transfer-Central Contractor Registration.
