Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration intends to negotiate on a sole source basis with the Global Trade Information Services Inc. (GTI). This requirement is being advertised under Other Than Full and Open Competition by the authority of the Federal Acquisition Regulation (FAR) Subpart 6.302-1, citing 10 U.S.C.2304.(c)(1) or 41 U.S.C. 253.(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. GTI shall provide the International Trade Administration (ITA), Market Access and Compliance Unit (MAC) an annual software subscription and user licenses for its Global Trade and World Trade Atlases. The Global Trade and World Atlases are browser-based internet system which provides statistical data from official sources such as the customs agency or the national statistics agency. Features of this software include the ability to download any screen or selected section into Excel or Word, use of Lexicon to find specific Information is provided from over sixty-six foreign countries and regions. The World Trade Atlas will provide the agency with monthly access to statistical data from the following countries: Chile, China, Japan, South Korea, the United States and European Union and annual access to data from Algeria, Argentina, Australia, Brazil, Canada, Columbia, Costa Rica, Croatia, Ecuador, Guatemala, Hong Kong, Iceland, India, Indonesia, Malaysia, Mexico, Morocco, Norway, New Zealand, Panama, Paraguay, Peru, Philippine, Russia, Singapore, South Africa, Sri Lanka, Switzerland, Taiwan, Thailand, Turkey, Venezuela, Ukraine, Uruguay, European Union 25 individual countries and Romania. The data information includes historical data as far back as 1995, importer/exporter information, port/customs district data, re-export/domestic exports data. The statistical data products are classified using the Harmonized System (HS), coding system for international trade data. The Global Trade Atlas allows users to view trade flows in a specific product over many countries. The World Trade Atlas allows users to view trade flows for one country over a broad range of products. Both atlases are updated on a monthly basis within one or two days from when the source countries, provides its data and provide merchandise trade statistics for foreign countries by product categories. End users of the software products are able to view product and country information from detailed levels of the Harmonized Tariff Schedules; find any country?s data by product keyword or HS number with the World Trade Lexicon; compare quantity and unit price data among countries; sort data alphabetically by country by HS number, by market share or percent change; check balance of trade data with individual countries and on individual products. The data for most products includes information on value, quantity, unit price, reporting country and trading partner country on both exports and imports classified in the HS. This information may be printed immediately or filed in a text or comma-delimited file format. The software also allows the user to convert the reporting currency to any other major currency using monthly exchange rates of the Federal Reserve Bank of New York. Services also include the Global Trade Atlas for all the United Nations Annual Data and a option to purchase data for new countries as they become available. Interested parties who believe they can meet the Agency?s requirement are requested to submit in writing an affirmative response demonstrating their technical capabilities. To be considered an affirmative response, all responses must include detailed technical information and other technical literature demonstrating the ability to meet the above requirements. In your response you must address each of the items listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit documentation will result in the agency proceeding as stated above. A determination by the agency not to open competition is solely within the discretion of the agency. A written affirmative response must be received no later than thirty days after the publication of this synopsis. The solicitation will be issued as a Request For Proposal (RFP) utilizing Federal Acquisition Regulations, Part 12 Commercial Acquisition Procedures. The agency anticipates the award of an Indefinite Delivery, Indefinite Quantity contract with a firm fixed pricing arrangement.
