Description
The National Oceanic & Atmospheric Administration (NOAA) proposes to negotiate on a sole source basis a contract under the authority of 41 U.S.C. 253(c)(1) with the University of Calgary, Energy Resources Research Building, 3512 33rd Street N.W. Calgary, AB, Canada to provide research relating to the direct measurement of single line-of-site GPS Signal Delays. Background: A previous research effort conducted by the Smithsonian Astrophysical Observatory determined that it was not possible to make a reliable slant path signal delay measurement using existing techniques. NOAA?s Forecast Systems Laboratory has proposed an alternate technique to measure a proxy quantity called the differential slant-path signal delay. The principal investigator will study the feasibility of making such a measurement by carrying out at series of realistic computer simulations of increasing complexity. If the result of these simulations warrant, actual field measurements will be made using GPS observations carried out by University of Calgary and NOAA/FSL. The results will be compared with independent observations and analyzed to verify physical consistency. The University of Calgary has demonstrated an understanding of the technical and scientific issues involved in the required techniques, have the necessary scientific and academic credentials to accomplish this work with a minimum of risk and time, and they possess unique internally-developed simulation software that enables them to model the problem without significant modifications. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (under $100,000). This synopsis is issued for information purposes. Information submitted in response to the notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government?s best interest and must address qualifications pertinent to this requirement. Anticipated award date will be August 9, 2005.
