- 21 CONS/LGCBA intends to make an award using Simplified Acquisition Procedures (SAP) under FAR Part 12, Commercial Items, to NorthropGrumman Space and Mission Systems Corp. Under this proposed action, 21 CONS/LGCBA will procure the classroom training on Enterprise Environmental Safety and Occupational Health Management Information Systems (EESOH-MIS) developed under separate GSA contract by the incumbent, Northrop Grumman. The contractor shall offer one 3-day course: EESOH-MIS, to include student handouts, textbooks, software, central network, cables (to government lap-tops) and instruction that will assist in the migration to EESOH-MIS. The 3rd day of class will include a session on AF-EMIS (former system being replaced) migration issues and question/answer. The course shall accommodate up to 60-70 students. The NAICS for this requirement is 611430. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source is under the authority of FAR 13.106-1(b), ?Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization)?. Exception to Justification & Authority (J&A) requirement, FAR Part 6.001 reads, ?This part applies to all acquisitions except -- (a) Contracts awarded using the simplified acquisition procedures of Part 13. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals; however, all proposals received by 2:00 P.M. Mountain Time on 24 July 2005 will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
