Description
Description Project Title: 'Whole Barracks Renewal, Fort Wainwright, AK, US Army Engineer District, Alaska, UPC: FTW284.' This announcement constitutes a Sources Sought Synopsis. This is not a request for Proposal and does not obligate the Government to any contrac t award. The purpose of this sources sought synopsis is to determine interest and availability of an Electronic Key-card Access system. To make appropriate acquisition for the above project, the Government intends to use responses to this sources sought synopsis and appropriate contracting and business processes to ultimately award a firm fixed-price contract. PROJECT INFORMATION: The Government requires an electronic key-card access system on interior and exterior doors. Providing electronic key-cards to successive tenants would greatly decrease the cost of key custody and locksmith maintenance over the life of the building. Requiring the use of a single manufacturers product throughout an installations buildings would further enhance the consistenc y, compatibility, and affordable sustainability across the installed electronic key-card access equipment. System Requirements: (1) Locks must operate by programmable proximity key-cards and/or keypad inputted pin. (2) Locks must have metal master-key bypass/back-up capability. (3) Interior door locks must be battery powered (with some limited exceptions), using AA or AAA batteries. (4) Exterior door locks must be capable of operating in arctic climate and use hard-wired power. (5) Locks must install in standard ANSI 156.2 prepared door with no additional holes required. (6) Locks must be able to accept existing standard BEST lock cores. (7) Key-card programming application must be windows-based. (8) Must have programmable multiple level access privilege capability. (9) Must be compatible with the latest HID proximity technology. (10) System must possess the flexibility for future technology upgrades/changes. (11) System must possess user audit trail capability. (12) Locks must be programmable at the door by using a windows based PDA.
