Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are hereby being requested and a written solicitation will not be issued. Solicitation No. 301815Q225 is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-04. This solicitation is issued unrestricted. For informational purposes only, the North American Industrial Classification System (NAICS) code is 524210, with a correpsonding small business size standard of $6 million. It is anticipated that this solicitation shall culminate in the award of a fixed price contract for general liability insurance coverage for vehicles and boats operated in Canada by employees of the United States Department of Interior, Fish and Wildlife Service (FWS), Region 3. The insurance provided under this contract shall include the following: A. Vehicle Liability--$2,000,000.00 Limit of Liability (Third Party Liability); Accident Benefits (As per Statutory Requirements); No Deductibiles. B. General Liability Insurance Coverage for Watercraft--$1,000,000.00 Limit per Occurrence (Bodily Injury and Property Damage); $1,000,000.00 Limit (Annual Aggregate with Respect to Products/Completed Operations); $1,000,000.00 Limit per Occurrence (Personal and Injury); $250,000.00 Limit (Tenants Legal Liability, Any One Premises). The 50 vehicles to be insured are part of the FWS fleet at 20 different locations within Region 3. Most vehicles will enter Canada no more than 3 days during the entire year. Approximately 10 vehicles may be in Canada for 2-week periods, 4 to 6 times during the summer months for use by the Sea Lamprey Control group. The fleet also includes a total of 17 boats, which are stored at 6 locations. Eight of the boats are operated by the Sea Lamprey Control group, and would be in Canada during their operations. The period of performance would be for one year (FY 2006:10/1/2005-9/30/2006), with four option year periods (price to be negotiated annually). Insurance premium payments shall be made based on invoices submitted (annually, quarterly or monthly, as agreed to by parties). The following FAR provisions are hereby incorporated into the RFQ by reference (full text may be accessed electronically at www.arnet.gov/far): 52.212-1, "Instructions to Offerors - Commercial". Each offeror shall include a completed copy of the provisions of 52.212-3, "Offeror Representations and Certifications - Commercial Items" with its price quote. The following FAR clauses are hereby incorporated into this RFQ by reference: 52.212-4, "Contract Terms and Conditions - Commercial Items" and 52.212-5 (Jan 2005), "Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items" [Checked applicable in paragraph (b): 15,16, 17, 18, 19, 20, 30 and 31]. The following FAR clause is incorporated in full text: 52.217-9, "Option to Extend the Term of the Contract -- (a) the Government may extend the term of this contract by written notice to the Contractor within 30 calendar days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years." Award will be made to the responsible firm whose quote is most advantageous to the Government, price and other factors considered. Other factors for award of this solicitation include past performance of the quoter. Past performance information may be based on the Government's knowledge of and experience with the quoter, or other reasonable basis.
