- NASA/GSFC has a requirement for 1 each P/N DWR-CC-CUST/Custom Closed Cycle Dewar; 1 each P/N CC-FL-W2.0/Dewar lid, 2 window; 1 each P/N DBA-100/daughter card configured for SBF184; 1 each DBA-100/daughter card configured for RVS SB172; 1 each P/N DBA-84/daughter card configured for TCM8050A; 1 each P/N DWR-CLDCLP-TOP/dewar cold clamp, top, for 100 pin DBA, 1 each P/N DWR-CLDCLP-TOP/Dewar cold clamp, top for 84 pin DBA; 1 each P/N CIR-DSP40/DSP processor board; 1 each CIR-ELABOR/labor: Technical support; 3 each P/N CBLE-STD/Standard Cable Set. Max of 22 Coax lines for SBF184, RVS SB172, TCM8050A; 1 each P/N CBLA-CUST/Custom cable set for CMC 1kx1k connect to video salvant and 1 each P/N CIR-ABIAS/CAMIRA Computer Controlled adjustable bias card. NASA/GSFC intends to purchase the items from SE-IR Corporation in Santa Barbara, CA 93160 only. This company is the only company that can provide the 100 pin sockets for our focal plane arrays. The physical dimensions and performance characteristics have been previously designed with an exact mechanical match to the SE-IR dewar allowing us to change configuration to test different FPA's. Each socket has a different dimension and requires a different mechanical clamp. To have another company to duplicate this effort would be a substantial increase in cost, manpower, schedule and still require performance verification, therefore, it would be in the best interest of the government to procure these items fro SE-IR Corporation. The Authority is 10 U.S.C. 2304(c)(1) Only one responsible source. The Government intends to acquire a commercial item using FAR Part 12. This procurement will be processed using simplified acquisition procedures and the Government intends to solicit and negotiate with only one source. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 8, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
