Description
NASA/JSC has a requirement for a quantity of one (1) EnvisionScan Digital X-ray Imaging System, specifically part number ES-1818-320. The Digital X-ray Imaging System includes: CMOS x-ray imaging panel with wheeled transport case, 18?x 18? active area, 20Kev-320Kev operational range, must be constant potential x-ray, 80 micron spatial resolution, 12bit, laser alignment system, shielded and collimated detector, and a 60 ft. cable option, part number; ESC-60opt and a PC Workstation with wheeled transport case, part number ES-1818-I which consists of:3.2GHzP4 CPU, 1GB RAM, Dual redundant 120GB Hard drive internal, CD/CD-RW/DVD-R combo drive, 56K modem, 10/100 ethernet, 24? TFT LCD Pivot display with 250 NITS brightness & 500:1 contrast, PCI and MUX card set. An integrated software package, windows XP professional, iX-Pect x-ray image acquisition/enhancement software package. Image enhancement features include contrast optimize, zoom, invert, measure, emboss, histogram, contrast enhancement. Real-time image scrolling capability. Images can be exported as .tif, .bmp, .fld, or .pix. Images can be saved on fixed hard drive, CD-R and/or DVD-R and a 30 ft. system cable. Software up-grades provided for one year at no cost, a one year limited warranty, and a minimum of one-day training and installation. NASA/JSC intends to purchase this from Envision Product Design. This digital x-ray detector will be used to nondestructively evaluate Shuttle, Station and Crew Life Support spaceflight hardware. Therefore, it is essential to procure a digital x-ray detector with the highest commercially available spatial resolution in order to detect the smallest-possible flaw. An extensive market survey revealed that the EnvisionScan ES-1818-320 Digital X-ray Imaging system manufactured solely by Envision Product Design is the only product meeting NASA?s specifications. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 08/03/2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
