Description
The USDA, Colville National Forest intends to procure cone collection. The period of performance will consist of a base year and one option year.. Submit a faxed quotation to Contracting @ 509 6584-7280, Attention: Pennie Lindsey. This procurement will be awarded as a Firm Fixed Price Contract, FOB, Destination. QUOTATIONS ARE DUE AUGUST 3, 2005 BY 4:00 p.m. local time. Simplified procurement procedures will be used, as well as commercial item acquisition regulations per FAR 12. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number AG-05G1-S-05-0004 is issued as a request for quotation (RFQ). The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full test of the Federal Acquisition Regulation (FAR) and Agriculture Federal Acquisition Regulations supplement (AGAR) can be accessed on the internet at http://www.arnet.gov/far and http://www.usda.gov/procurement/policy/agar/html. The associated NAICS code for this procurement is 115310 and small business size standard is $6 million. The provision at 52.212-1, Instructions to Offerors - Commercial Items (Jan 2005) applies. The provision at 52.212-2, Evaluation - Commercial Items (JAN 1999) applies to this solicitation. Offerors must include a copy of 52.212-3 (JAN 2005) with the quote. The Clause 52.212-4, Contact Terms and Conditions - Commercial Items (OCT 2003) applies to this solicitation. A competitive award will be made to the responsible firm with the lowest priced technically acceptable quote. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (JAN 2005), applies to the acquisition. The clause 52.219-6, Notice of Total Small Business Set-Aside (June 2003) (15 U.S.C. 644) applies. 52.233-4, Applicable Law for Breach of Contract Claim (Oct 2004) (Pub L. 108-77, 108-78): (a) The Contractor shall comply with the FAR clauses in this paragraph (b) that the Contracting Officer has indicated as being incorporated in this contract by reference to implement provisions of law or Executive orders applicable to acquisitions of commercial items. The following evaluation process is used in accordance with 52.212-2, past performance and price, trade off process, and best value for the Government. Price is approximately equal to past performance in importance. References are requested, see 52.212-1 (10) ALL RESPONSIBLE SOURCES MAY SUBMIT A QUOTATION FOR CONSIDERATION. All offers must be signed. Offers should include: Company Name; Company Address, Tax Payer ID Number, DUNS Number, a copy of your Washington State Farm Forest License, a list of three references with telephone numbers. SPECIFICATIONS: This project requires climbing designated trees and picking ripe tree seed cones from those trees in compliance with terms, specifications, and provisions incorporated herein.. This includes furnishing labor, equipment, supervision, transportation, operating supplies and incidentals. The Contractor will collect cones from identified areas. Cone collection sites are located on the Colville National Forest. Cone collection sites vary from less than a mile apart to many miles apart at predetermined locations on each Ranger District. The majority of trees selected for cone collection are within 300 feet of a forest road, accessible by a standard pickup. Some trees may be located behind recently closed, obstructed roads. Additional road closures may occur during the course of the season. Contractor should expect some walk-ins up to ? mile. Only those species identified on the schedule of items will be collected. Performance period is from date of award to September 30, 2005. SEED CONE DELIVERY A.All cones shall be loosely packed in clean Government-furnished bags, with no more than one (1)U.S. bushel of cones per bag. Bags shall not be tied closed. B.Each bag of cones shall be identified with a cone identification tag at the place of collection. The identification tags shall be securely attached to the top outside edge of the bag. Tags shall be properly filled out with FELT TIP,BLACK, WATERPROOF INK. All writing on tags shall be legible and written in English. C.The Contracting Officer will accept delivery of contract seed cones at the northwest side of the base of the tree from which they were picked,. The location of the delivery pints may be changed by mutual agreement between the Contracting Officer and the Contractor. ADD FOR ITEMS D1 AND D2 The Contracting Officer will accept delivery of contract seed cones at the Government vehicle on site during picking. If the COR or inspector is not present during picking, Contractor shall place the bag(s) just off the edge of the drivable road at the nearest access point to the tree from which they were collected. If the tree has a reference point on the road, Contractor shall place the bag(s) of cones at the base of the reference point. Cones shall be placed in the shade. Camping is a possibility.
