Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute intends to negotiate and award a purchase order on a noncompetitive basis to Princeton Biomolecules, 2260 Cabot Blvd., West, Langhorne, PA., 19047, to provide customized Peptides Services. The Department of Transfusion Medicine (DTM), Clinical Center, has used both libraries which consist of, cytommegalovirus antigens pp65 and 1E1, peptides, both library?s covers the entire open reading frames of these antigens and consisting of 15-mers, overlapping by 11 amino acids that are taking a center stage in the flow cytometric detection of T cell responses. For this reason NHLBI, intends to use the same libraries that DTM uses for their experiments to ensure consistent, high-quality detection of responder CD4 and CD8 T cell frequencies. It is also important to be able analyze the data from both the DTM and NHLBI laboratories. In order to maintain continuity of the sequencing reads for the research, an award to any other source for this follow-on project would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of Federal Acquisition Regulation (FAR) Part 6, Competition Requirements. The North American Industry Classification System (NAICS) is 541710, and Size Standard, 500 employees are applicable for this requirement. This is a total small business set A-side. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses to this announcement, referencing solicitation number NHLBI-PS-2005-134-DDC, may be submitted to the National Heart, Lung and Blood Institute, Contracts Operations Branch, Procurement Section, Building RKL2, Suite 6042, 6701 Rockledge Drive, Bethesda, MD 2089-7902, Attention Deborah Coulter.
