- This is a synopsis for commercial items prepared in accordance with the format under Simplified Acquisition Procedures in accordance with FAR Part 13.5, as supplemented with additional information included in this notice. This solicitation document incorporates provisions and clauses that are in effect through the July 2005 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-04. This acquisition is 100% small business set-aside and the North American Industry Classification System (NAICS) code is 512199 with a small business size standard of $6.0 million. The National Library of Medicine (NLM) is a federal agency that is part of the National Institutes of Health (NIH). The Library is located in Bethesda, Maryland. NLM's audiovisual collection includes instructional films, health documentaries, commercial films with medical themes, public service announcements, histories of medicine, and documentary footage of medical procedures and research. Materials from the Historical Audiovisual Collection (a growing collection of pre-1970 productions currently numbering over 12,000 items) the General Collection (post-1970 productions currently numbering over 67,000) will be duplicated. The physical condition of most originals is good; however, there are likely to be some items in fair to poor condition. NLM seeks the services of experienced contractors capable of evaluating the condition of film and audiovisual materials prior to duplication and producing high quality duplicates of historical and other valuable audiovisuals for preservation purposes. NLM duplicates historical audiovisual materials for preservation purposes, as well as to provide viewing copies for patrons and purchase by requesting third parties. Originals to be copied include 16 mm. and 35 mm. motion pictures and videos in a variety of formats, including 3/4" U-Matics, I" Type C and 2" Quads. Duplication formats include Betacam SP and Digital Betacam (for intermediate printing copies) and VHS and DVD (for viewing copies). The Library will evaluate options for copying onto as yet unknown electronic media on a case-by-case basis as digital viewing and storage technologies evolve. Vendors are expected to have a working knowledge of existing relevant standards and recommended practices for care, handling, repair, duplication, and inspection. There are 2 tasks in this project. Offerors may bid on either task or both tasks. Task 1. Film-to-tape duplication. NLM expects to duplicate a total of 455 motion pictures on acetate film per year, mostly 16mm. Most films are answer prints, duplicate negatives, or fine grain masters (including sound and silent, black-and-white and color, magnetic and optical sound, single system and occasionally separate sound tracks). Most films are in good condition; however, a few are shrunken, brittle, or warped or have vinegar syndrome. Task 2. Tape-to-tape duplication. NLM expects to duplicate a total of 975 ?" U-Matic tapes per year. Some of the tapes exhibit sticky shed syndrome or other forms of deterioration that may require special treatment. The purchase order term will be September 30, 2005 through August 29, 2006 with options for four (4) successive one-year periods. The FAR provisions and clauses sited herein are incorporated by reference into this solicitation. Offerors are advised to propose in accordance with the provision of FAR 52.212 1, Instructions to Offerors Commercial Items. Offerors are advised to provide with their offer a completed copy of the following provisions: FAR 52.212 3, Offeror Representations and Certifications Commercial Items (http://www.arnet.gov/far/). The following FAR clauses apply to this acquisition: FAR 52.212 4, Contract Terms and Conditions Commercial Items; FAR 52 212 5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items.
