Description
The U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), Center Substance Abuse Prevention (CSAP) through the Program Support Center, plans to award a 12 month sole source simplified , fixed price acquisition to The National Youth Leadership Development Project, Inc, 205 Sunde Street, Gallup, New Mexico 87305-2140. This organization created the ?Walking in Beauty Program?, the program, has been extremely successful, but has not been disseminated yet and therefore is the only organization capable of completing a curriculum. The purpose of this requirement under the guidance of SAMHSA/CSAP, the Contractor shall implement the ?Walking in Beauty Program? in order to prepare a submission package of the program to the National Registry of Effective Programs (NREP) review process. To accomplish this submission, the Contractor shall gather the necessary evaluation data from the implementation of the ?Walking in Beauty Program?. The Walking in Beauty Program is a gender-specific adaptation of highly successful Project Venture which was named a SAMHSA Model Program in 2004. The original Project Venture is a culturally appropriate, science-based intervention developed over a ten year period from CSAP and the State of New Mexico. Its efficacy is supported by positive evaluation findings drawn from program implementation in multiple Native American communities. There have been nearly 40 replications of the core science-based Project Venture model around the nation and in Canada. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES AND SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 10 DAYS AFTER THE DATE OF PUBLICATION OF THE NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITIONS BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. No solicitation is available.
