Description
The Substance Abuse and Mental Health Services Administration, (DHHS), through the Program Support Center, intends to negotiate a sole-source award with Henley Center, West Palm Beach. Purpose: The substance misuse and dependency field for older adults across the U.S. is still in its infancy. Moreover, efforts to coordinate treatment of addiction and co-occurring disorders among this population are virtually nonexistent. Today as much as 17 percent of the older adult population misuse and abuse alcohol and medication(s), The prevalence of addiction and substance dependency among older adults is reflected in the newly-released short report entitled ?Older Adults in Substance Abuse Treatment: Update {SAMHSA, Office of Applied Studies, May 2005) Health professionals and specialists in the field are increasingly conscious of the pervasiveness of substance abuse among older adults. Accordingly, SAMHSA Administrator Curie has made older adults a priority at SAMHSA; the agency is working to advance understanding of the relationship between aging and substance use disorders, and to provide practical information for incorporating our understanding into treatment services. There is a compelling need to provide support to initiatives and activities that focus upon the substance use disorder treatment needs of older Americans. The second National Aging and Addiction Conference will respond to the stated needs of its 2005 participants by retaining the two-day, professional/recovery format, and include breakout sessions on a choice of related topics. The conference will feature national experts in aging and addiction, as well as a well-known personality in recovery. Hanley Center, of West Palm Beach, FL has been a pioneer organization in outreach, service and program development as each relates to older adults and their substance use disorder needs. Further, the Center has previously proven its ability to deliver high-quality conference sessions which convey specialized and useful information to the growing population of Americans ages 55 and older. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 13.106-1 INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
