These operations are supported with various systems using commercial-off-the-shelf, government-off-the-shelf, and in-house developed applications. Th ese mission essential systems represent a diverse array of programs for the Agency that requires various levels of support services. In meeting these needs, DeCA requires a Service-Disabled Veteran-Owned Small Business (SDVOSB) to provide experienced prog rammatic support for the Information Technology Business Unit (ITBU). The functional requirements include, but are not limited to the following: Support for the Chief, ITBU in developing policy, procedures, reports, Return on Investment (ROI) analyses, and related management studies/documentation. Supporting all IT acquisition activities to include developing plans, statements of work, documentation, training, briefings, source selections, and other related acquisition activities. Providing expert assistance to ITBU-assigned Contracting Officers Representatives in dealing with diverse Agency contract issues, identifying contract issues and recommendations for Agency actions. Support contractual actions using DeCA-unique databases in recommending Point of Sale system maintenance action resolutions, accomplishing studies and analyses, monitoring the requirements definition process, and tracking funds status. Management of the warehouse and depot maintenance management functions for Point of Sale desk top end items. Provide expert assistance in dealing with store-level problems, recommending solutions, and implementing corrective actions on a world-wide basis. Only Service-Disabled Veteran-Owned Small Businesses interested in providing this capability to DeCA should submit the following: (1) description of relevant past performance/experience with DeCA or major grocery chain; (2) capability of the firm to provid e expert assistance to DeCA in the functional areas described above including examples wherein this support is being provided; and (3) availability of qualified staff with the appropriate experience.
