- It is the intent of the U. S. Army Communications Electronics-Life Cycle Management Command to award a 12 month labor hour contract for development of a new system to provide access to a variety of subsistence related data that can provide critical p lanning and status information for use by all levels in the Army Food Program. Develop an Army Subsistence Business Intelligence System (ASBIS) integrating Commercial Off-The-Shelf (COTS) products with INTERNET technology and ancillary WEB-based applicatio ns to effectively and efficiently manage the worldwide Army subsistence mission using secure, WEB-based technology linked to the Army's Knowledge Management (AKO) portal. Tasks outlined below include all those tasks necessary for the successful development (Analysis, Design, Coding, Configuration Management, System Administration, Testing, Documenting, and Deployment) of the Army Subsistence Business Intelligence System (ASBIS). Because ASBIS will leverage the functional data that exists in the Army Food Manangment Information System (AFMIS)databas e, knowledge and expertise of the existing AFMIS system is required. Additionally, it requires expertise in the business of Army Food Management as well as the data warehousing and web presentation protocols. It also requires the application of sound manag ement practices and periodic reporting to the Government on project status. ASBIS development is directed to commence concurrently with the final stages of AFMIS WEB Beta during 4th Quarter FY05 and conclude in the 4th quater of FY06. Based on the complexity and magnitude of the system performance capabilities to be analyzed, the Government requires the technical analysis effort to be completed NLT 1st Quarter FY06 in order that hardware and software procurements and implementation schedules can be planned and coordinated with worldwide customers. T he end product of the technical analysis is (1) a recommendation for system architecture and software changes and (2) a proposed schedule/plan for incremental system delivery that supports an Initial Operational Capability (IOC) demonstration NLT 1 May 200 6 as well as a Full Operational Capability (FOC) demonstration NLT 4th quarter FY06. The Contractor shall implement the following components of the Army Food Business Intelligence System (ASBIS): a) ASBIS should be built using proven data warehouse data engineering and design principles to automatically update the data warehouse and transform the transaction level data as needed. b) Development of login application for the ASBIS that leverages Army AKO login and password. c) Automatic collection and storage of data from Army Food Management databases to track food consumption statistics and metrics. Specific measurements will include those already in place with the existing legacy Army Food Management Information System. Additionally, ASBIS should provide the following informational components to all organizational levels as appropriate through a web front end: 1) Detailed meal sales data 2) Catered meal data 3) Transaction data 4) Dashboard designs for easy identification of out of tolerance 5) Financial Reimbursement data 6) Field Unit level feeding statistics 7) Headcount statistics 8) Item level data 9) Exception-based reporting 10) Equipment Replacement forecasting models 11) Food Management Contractor Support Data 12) Archive reporting against historical data from existing DSS d. The Contractor shall develop key 'dashboard' system metrics and work with the Government designated representative to promulgate the system level metrics via email to the appropriate senior managers. e. The Contractor shall participate in periodic in-process reviews to present status. The Government will approve incremental deliveries prior to continuation to the next milestone.
