Description
Naval Air Systems Command (NAVAIR) ? Orlando, TSD intends to issue a Cost Plus Fixed Fee (CPFF) contract to Anteon Corporation. on a sole source basis. This contract will provide for completion of ongoing work being done by Anteon on the Multi-Class Advanced Submerged Ship Control Trainers, Device 21C7A and the SSN 688 Class Basic High Speed Submerged Ship Control Trainers, Device 21B56F and incorporation of a required Upgrade. The Upgrade will change the trainer architecture to allow the hydrodynamic model to execute on a separate processor, upgrade the simulation computer hardware and software to support the new architecture, design and build a new PC based Instructor Operator Station for each of the 21B56F trainers, implement approved Trainer Equipment Change Requests, correct known deficiencies, and install, test, and document the Upgrade. Work will be performed at contractor?s facility with system integration performed at the Government facility at NAVSUBSCOL Groton, CT. The period of performance is estimated to be 30 August 2005 ? 30 November 2006. The following list contains the specialized skills and knowledge required to develop the Block Update. Sufficient knowledge of and experience with the existing simulation and 21C7A Instructor Operator software. Fortran, C++, VMS, Windows, DirectX9, SL-GMS, Unix, Linux. Sufficient knowledge of and experience with the Ship Dynamics, Sea State, Main Propulsion (SDSMP) and SCP Graphical Displays software and interfaces to support the architecture and corresponding simulation software changes. Knowledge of and experience with GL Studio to replicate Ship Control gauges, indicators, and controls. Extensive knowledge of and experience with the NITES program and its ocean environment database. Experience with hardware design and manufacturing for the BCP/SCP modifications and 21B56F IOS. Experience with Real Time Interface Input/Output hardware and software. Additionally, all personnel working on this project must have Security Clearances at the CONFIDENTIAL level. This notice of intent is not a request for competitive proposals. After reviewing the above information, interested parties that believe they are technically capable of meeting all of these requirements, including the delivery schedule, may provide a technical capabilities statement with sufficient technical information to allow for an evaluation of the company?s ability to meet the Government?s requirements.
