- DESC: The Naval Surface Warfare Center, Carderock Division (NSWCCD) is seeking information from potential sources that can provide Best Management Practices (BMPs) with the capability to reduce or remove total recoverable metals (Cu, Zn, Pb, Fe, Cr, Cd, and Al) from dry-dock floor process waters prior to the outfall discharge of land-based and floating industrial ship dry-docks. BMP(s) may include management practices, and technologies and/or material substitutions used in either pollution reduction management practices or ship dry-dock work practices. The BMP(s) shall: (a) Be capable of removing/reducing metals concentrations up to 500 milligrams/liter from the dry-dock floor process waters. Offerors are requested to indicate the lowest metals effluent concentrations achievable with their BMP(s). NOTE: It is anticipated that the treated wastewater will need to meet discharge requirements for local National Pollutant Discharge Elimination System (NPDES) Permits that v! ary between 2.9 and 335 micrograms/liter. (b) Resist conditions expected in a marine/coastal environment; (c) Use materials and chemicals that are recyclable and non-hazardous to the maximum extent possible. This request is for technical information describing the offeror's current product or proposals for further development of production, concept, or demonstrator items. The submittals should consist of no more than ten pages of text, supplemented by no more than five pages of data and/or illustrations. The submitted data should include a complete description of what the offeror is proposing, the current state of development, descriptions of demonstrations conducted to date, and a detailed description of proposed further development efforts. Offerors should also provide the following system information: gross weight (lbs/kgs), dimensions (length, width, height) (feet/meters) as configured for transport, dimensions (length, width, height) (feet/meters) as configured for use! , power requirements (voltage, kilowatts), fuel type and usage rate (gallons, cubic meters per hour), treatment rate (gallons per minute, cubic meters per hour), treatment chemicals and usage rate (lbs/kgs per gallon), waste effluent and generation rate (chemical properties, volume and concentration) (gallons, cubic meters per hour, milligrams/liter), ancillary storage requirements (gallons/cubic meters) and operator requirements. An estimate of the time and cost required delivering a demonstrator unit and/or a production unit shall also be included in the submitted data. Offerors that include in their submission, information that they do not want disclosed to the public for any purpose, or used by the Government except for evaluation purposes, shall (1) Mark the title page with the following legend: ??This proposal includes data that shall not be disclosed o! utside the Government and shall not be duplicated, used, or disclosed in whole or in part for any purpose other than to evaluate this proposal. If, however, a contract is awarded to this offeror as a result of or in connection with the submission of this data, the Government shall have the right to duplicate, use, or disclose the data to the extent provided in the resulting contract. This restriction does not limit the Government?s right to use information contained in this data if it is obtained from another source without restriction. The data subject to this restriction are contained in sheets [insert numbers or other identification of sheets] and (2) Mark each sheet of data to be restricted with the following legend: ??Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal If system is selected for implementation, drawings, technical manuals and training will be required. Proposal submittals are desired as soon ! as possible but will be accepted up to and on the due date above (1 Sep 05). The purpose of this request is to identify available wastewater treatment technologies that meet the stated requirements and to determine the state of the art of technologies to support future development, test and evaluation efforts. HOWEVER, THIS IS A SOURCES SOUGHT SYNOPSIS AND DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION THAT IS PROVIDED IN RESPONSE TO THIS REQUEST.
