NAICS Code: 541990 In accordance with FAR subpart 13.106-1(b), the U.S. Environmental Protection Agency (EPA) seeks to award professional services on a sole source basis to Dr. Robert Burns and colleagues of Iowa State University based on the following circumstances outlined below that only one source is available. This requirement is to provide professional services for the project titled, "Sample Collection for Microbiological Analysis of Beef Feedlot Runoff Treatment System". This project deals with collecting weekly grab and event based sampling from a beef feedlot runoff treatment system for shipment to an EPA Laboratory for pathogen analysis. The contractor will have to have the following: access to the Iowa State University Beef Nutrition and Management Research Unit in order to take the runoff samples; experience in working on the research farm; knowledge of the operating conditions mandated by the site managers; and experience in collecting feedlot runoff samples with ISCO samplers. The U.S. EPA-National Risk Management Research Laboratory, Environmental Stressors Management Branch in Cincinnati, Ohio is only aware of one source that perform this project. EPA requires collection of feedlot runoff samples from the Iowa State University Beef Nutrition and Management Research Unit near Ames, Iowa. Access to the research unit is limited to Iowa State University staff and those permitted access by the farm management. Dr. Burns and colleagues are currently working on a related project at the research unit and they are knowledgeable and experienced the collection of these types of samples. Dr. Burns and his staff are familiar with the site and the operating conditions mandated by the site managers. Dr. Burn's and his coworkers at Iowa State University are the only research group that has the necessary access to the Iowa State University Beef Nutrition and Management Research Unit and the experience to complete this project. Interested parties who feel that they possess the capabilities to perform the services described above, should provide a capabilities statement demonstrating how their qualifications can fulfill the government's requirement. A statement of work and any other applicable documents will be made available upon request. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Documentation must be received within fifteen (15) days after the date of publication of this synopsis to be considered by the EPA. A determination by the EPA not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
