- NASA/GSFC has a requirement for Request for Quotation # NNG05118028Q on a sole source basis. NASA/GSFC intends to purchase the items from Marlow Industries, Inc under the authority of 10 U.S.C 2304(c)(1), Only One Responsible Source. The Government requires six-stage thermoelectric coolers. These six-stage thermoelectric coolers are custom designed for the Wide Field Camera 3 (WFC3) Infrared detector. These devices are identical copies to the ones that Marlow has previously successfully produced and qualified. Marlow has already developed and built the custom tooling required to complete this job. These parts are critical to the successful operation of the WFC3. Therefore, having another manufacturer provide the same parts would require new tooling, a more extensive qualification and life test program, and additional schedule risk. The Government intends to acquire a commercial item using FAR Part 12 & 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. e.s.t time on the response date listed above. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
