Description

The Social Security Administration (SSA) intends to negotiate a sole source acquisition for a base and two option years under Federal Acquisition Regulations (FAR) Part 12 Commercial Items Acquisitions and Part 13, Simplified Acquisition Procedures, to Claritas, Inc., 1525 Wilson Blvd., Suite 1200, Arlington, VA 22209 to provide a remotely hosted Web application called iMARK Online and associated services. Claritas? IMARK Online provides the following products and services: 1. It provides access to unique data: the product allows 12 concurrent users to access selected databases and perform site, market, and segmentation analysis over the Internet. It is password protected so access can be limited only to personnel assigned a password. 2. It incorporates access to demographic data for the Social Security ?DOORS? database (and can upload additional Social Security customized databases) in the following manner: it provides access (at the zip code level and also summed-up into hierarchical structure of SSA geography) to demographic data variables and GIS mapping integrated into standard and customized boundaries as listed in ?Boundaries? below. 3. It provides ?Pop-Facts? Demographics, which provides over 480 demographic variables based on the 2000 US Census categories of Population & Race, Housing & Household Composition, Affluence & Education, Employment & Occupation, and Age by Sex by Race. ?Pop-Facts? also contains current-year estimates and five-year projections for important census variables like households, population, age, income and race. Claritas demographers provide yearly updates to "Pop-Facts." 4. It provides Boundaries, which are cartographic files for the following levels of geography: Census- State, County, Place, MCD, Tract and Block Group; Postal- ZIP; OMB- MSA, CMSA, CSA, CBSA ; Media Markets: DMA; Congressional Districts; and Social Security boundaries/Geos: (Integrated SSA DOORs zip code datasets). These are required for any mapping functions. 5. It employs a GIS mapping engines for map reports/graphics, including GIS mapping: Streets, Roads, Highways, Landmarks, Water, etc., GIS mapping based on population of demographic variables, and Boundaries/Geos to the zip code level, and all licensed databases. 6. It employs the iMARK (Demographic) reporting engine, with full Variable Counts, Executive Summary (narrative text) of Select Demographic Variables, Snapshot variable counts, Trend Analysis for 5 year projections, 16 Standard Reports, and Custom Reports generated using Claritas licensed databases and SSA data variables, output in Adobe-PDF, and/or MS-Excel. 7. It includes training for 12 licensed users. No other remotely hosted Web application with the required features noted above are known to be available or could be substituted without substantially increased costs to the Government. SSA will not issue a solicitation. SSA will not respond to requests for solicitation copies and will not pay for information received in response to this announcement. Responses must provide sufficient information for SSA to determine that a firm other than Claritas Inc. can provide the database license as described above. If SSA does not receive an acceptable response to this announcement within 9 days of its publication, it will proceed as stated herein. See Numbered Note #22, substituting (per FAR 5.203(a) and 12.204(b)) a response time of nine days for this acquisition of a commercial item for the forty-five day response time appearing in the note. Respondents should refer to IMARK Online remotely hosted Web application.
