- The U. S. Army Corps of Engineers, New York District, intends to issue a Request for Proposal (RFP) to award multiple indefinite delivery contracts from this solicitation. The purpose of these Indefinite Delivery Order Contracts (IDC) are to provide, biological, environmental and cultural resource (BECR) support for activities involving planning, geospatial date and systems applications, engineering, construction and operations primarily within the New York District (District), and the North Atlantic Division (NAD), but services may be used by any other U.S. Army Corps of Engineers Districts (Corps), Divisions, Labs, or Centers, nationally or internationally. Work will provide support in the compliance of the various BECR laws, regulations, requiremen ts and guidelines, to which the Corps Civil Work and Military Directorates are subject. Biological work is divided into terrestrial, freshwater and marine ecosystems. It is the governments intent to award up to three Indefinite Delivery Contracts, one from each of the following of the following categories: a. Service Disabled Veteran Owned Small Business (SDVOSB). b. SBA certified HUB Zone Small Business Concern. c. Small Business. A firm may submit one proposal for each of the above categories that it qualifies for. The offeror must state which category they are submitting under. Multiple firm-fixed price Indefinite Delivery Type contracts may be awarded pursuant to FAR 14.5. Each award will have a base twelve (12) months period of performance and two one-year option periods of performance which may be exercised at the discretion of the government. The maximum amount for the base period and any option period will not exceed $1,000,0 00.00. The total contract amount over the entire contract will not exceed $3,000,000. Individual task orders will not exceed the $500,000.00. The North American Industrial Classification System (NAICS) Code is 541620 with a size standard of $4,000,000. Solicitation documents will be available on or about 5 August 2005. This requirement will be a Lowest Price Technically Acceptable procurement co nducted in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15.101-2 entitled Lowest Price Technically Acceptable Source Selection Process. This solicitation is not a competitive open bid and there will not be a formal publ ic bid opening. The successful Offeror must have submitted a clear and concisely written proposal that gives the Government the greatest confidence in the Offerors ability to meet the Governments requirements in an affordable manner. Offerors must demonstr ate a thorough understanding of project requirements and a commitment to performance in accordance with the RFP in all aspects of project execution. The evaluation process essentially consists of the following parts: proposal compliance review, technical e valuation, price evaluation and final determination by the Source Selection Authority (SSA). To be considered acceptable, Offerors shall specifically address each of the evaluation factors set forth in the solicitation. The price analysis is conducted in accordance with FAR part 15 by a separate team than the one evaluating the technical proposal. To be considered acceptable, Offerors shall specifically address each of the evaluation factors. The criteria for technical evaluation factors are: I. Multiple Task Order Execution Plan A) Biological work to be preformed under this contract may include, but is not limited to: a) Habitat Evaluation through HEP, WET, AGM and related procedures b) Preparation and update of natural resource management plans c) Vegetative inventories and classification of habitat and cover types d) Ecosystem restoration and watershed planning e) Development, execution, collection, identification and statistical interpretation of data from studies that include, but are not limited to, mammals, raptor, passerine, waterfowl, wading and shorebirds, terrestrial, marine, and freshwater invertebrates, marine and freshwater adult, juvenile and larval finish, finfish stomach analysis, herpetology, water quality, sediment profile imagery (SPI) and Side-scan sonar. f) Threatened and endangered species biological assessments g) Wetland delineations h) Surveying of delineated wetlands, terrestrial and aquatic habitats for mitigation, restoration and reference sites i) Mitigation/restoration using incremental cost/habitat unit analysis j) Clean Water Act, Section 404(b) k) evaluations l) Hydraulic, hydrologic, water quality and sediment transport modeling to include preparation of water and sediment budgets m) Coastal Zone Management (CZM) consistency statements n) Essential Fish Habitat (EFH) statements o) Acquisition of State 401 Water Quality Certification p) Participate in public and inter-agency meetings q) Performing literature reviews and documentary research r) Technical reviews of reports prepared by others s) Chemical and physical collection and analysis of water column and aquatic sediments samples t) Mapping (by remote sensing and/or coring) physical and geological features including sediments B) Environmental work to be preformed under this contract may include, but is not limited to: a) Preliminary assessments (PA/SA) b) Site investigations, remedial investigations, feasibility studies and facility environmental compliance audits and preparation of reports for National Environmental Policy Act (NEPA), Environmental Assessments (EA), Environmental Impact Statements (EIS), and related documents and reports. c) Environmental baseline surveys d) Environmental risk assessments e) Development of energy conservation plans f) Design and preparation of plans and specifications for investigating and evaluation hazardous and toxic site remediation g) Asbestos and led paint testing, management and abatement designs h) Record, title and database searches i) Field investigations that include, but are not limited to, soil borings, soil gas analysis, piezometers, Pump test, monitoring well installations, hydropunch sampling, groundwater, wastewater, potable water quality assessments j) Underground storage tank assessment k) Chemical sampling and laboratory analysis l) Development of ecological restoration plans including budgets and construction cost estimates. m) Technical review of reports by others n) Erosion and sediment contract planning o) Storm water management plans p) Prepare spill prevention control and countermeasures q) Preparation of permit applications/regulatory coordination r) Chemical data acquisition planning s) Assemble site safety and health plans t) Conduct air quality and emission surveys and create reports u) Identification of action levels/clean up level v) Prepare quality assurance/quality control plans w) Preparation of plans and specifications for mitigation features and restoration sites and redevelopment of mitigation ad restoration budgets and construction plan cost estimate. C) Cultural Resource work to be preformed under this contract may include, but is not limited to: a) All phases of the Cultural Resource Assessment and processes b) Historic structures and landscapes surveys and report c) Terrestrial archaeological sites (both prehistoric and historic) d) Remote sensing surveys (including diving and all forms of sonar scanning) e) HABS/HAER documentation f) National Register of Historic Places nominations forms g) Preparation of cultural resource management plans f) Ability to follow the Secretary of the Interiors Guidelines, g) Ability to produce Phase I, II and III reports NOTE: Each Offeror must have two different Cultural Resource Sub-contractors as part of the overall team. D) Ability to perform/work in the following geospatial data and system applications related to the above biological, environmental and cultural resource tasks: a) Geographic Information System (ARC View, ARC Info, etc.) b) Geographic Positioning Systems c) CADD (Microstation) d) Survey capability e) Mapping, aerial and satellite remote sensing, interpretation and photogrammetry f) preparation of FGDC compliant metadata g) Ability to work with all current Corps guidelines for Geographic Information Systems E) The above sections, A, B and C, will include, but are not limited to the following disciplines: chemistry, biology, botany, oceanography, statistics, geospatial analysis, geography, ecology, archaeology, historic architecture, history, historic preservation , material conservation, geomorphology, paleobotany, zooarchaeology, industrial hygiene, landscape architects, geology, geotechnical, laboratory analysis, toxicology, ornithology, herpetology, zoology, ichthyology, invertebrate zoology, engineering, cost estimating, surveying and hazardous and toxic waste (HTW). F) Specific Qualifications and Skills: The Offeror must demonstrate in depth knowledge of an experience with Federal Corps planning and engineering guidance and state biological, environmental and cultural resource statutes that include but are not limited to: Resource Conservation Recovery Act (RCRA), Toxic Substance Control Act (TSCA), Comprehensive Environment Responses/Compensation and Liability Act (CERCLA), Superfund Amendment and Reauthorization Act (SARA), Occupational Safety and Health Act (OSHA), National Environmental Policy Act (NEPA), Clean Water Act (CWA), Endangered Species Act (ESA), Coastal Zone Management Act (CZMA), Fish and Wildlife Coordination Act (FWCA), Federal Insecticide, Fungicide and Rodenticide Act (FIFRA), Federal Facilities Co mpliance Act (FFCA), National Historic Preservation Act (NHPA), Native American Graves and Repatriation Act (NAGPRA), Clean Air Act (CAA), and in obtaining permits. Offerors must show that chemical and physical laboratory analysis will be preformed by an EPA and Corps validated laboratory.
