- This procurement is set aside for Small Business Concerns Only. The National Oceanic and Atmospheric Administration (NOAA) intends to issue a firm fixed price contract. The contract will cover the drydock repairs of NOAA Ship GORDON GUNTER. The GORDON GUNTER is 224 feet long and its home pier is in Pascagoula, MS. Provide all labor, material and equipment necessary to perform the following (including, but not limited to): Base Items - Temporary Services, Drydocking and Routine Drydock Work, Underwater Hull Preservation and Coating, ABS Intermediate Survey, Sewage Holding Tank Installation Modifications. Option Items ? ABS Inspection Assistance, Variable Quantity, New Distilling Plan Installations, Sea Value Overhauls, Ground Tackle Inspections, Propeller and Tail Shaft Inspections, Bow Thruster Inspection and Service, A-Frame Preservation and Coating, Freeboard Preservation and Coating, Mission Deck Crane Replacement, Wet Lab and Chem Lab Window Frame Replacements, Structural Repairs, IMO Fathometer System Replacement and an estimated number of labor hours and material for Growth Work. The solicitation will include a liquidated damages clause, as well as a requirement for a bid, performance and payment bonds. Foreseeable cost factors will be applied to all bids for evaluation purposes. The performance period is estimated to be 70 calendar days, with an anticipated start date of November 21, 2005 and completion date of January 30, 2005. The completion date is fixed; however, the period of performance, in calendar days, is not. The number of calendar days may change dependent on when the vessel is made available to the contractor, which again is anticipated to be November 21, 2005. Anticipated award date is September 26, 2005. The site/inspection period is 8/16/2005 through 8/29/2005. Arrangement to attend the site shall be coordinated with the Port Engineer, Vincent R. Giacchina at 228-769-1155 (office) or at 228-327-0734 (cell) or Ken Kukura. This procurement is being issued as a 100% Small Business set-aside in accordance with FAR 52.219-6. The NAIC code is 336611 and the small business size standard is 1,000 employees. The acquisition will be issued as an Invitation for Bid (IFB) in accordance with FAR Part 14, on or about August 15, 2005 with bids due thirty (30) calendar days thereafter. The IFB will be issued via electronic posting at Federal Business Opportunity (FEDBIZOPPS) web page www.eps.gov. Hard copies of the IFB will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the IFB, specification, drawings and all subsequent amendments. The specification will be uploaded via www.eps.gov with the IFB. Prospective bidders who are interested in bidding this acquisition are asked to relay such intent to the below listed Contract Specialist via e-mail. Bidders must be registered with the Central Contractor Registration (CCR) at www.ccr.gov and obtain (and provide with the offer) a DUNs number.
