- THIS NOTICE IS FOR INFORMATION ONLY ? The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with the United States Breastfeeding Committee (USBC), Smith Bucklin, 2025 M Street, NW, Washington, DC 20036, to procure the conference proceedings from the National Coalition Conference; the results of literature review conducted by USBC (synthesis and annotated bibliography); and a copy of the resource manual of practices for Healthy People 2010. This procurement shall be processed in accordance with the Federal Acquisition Regulations Part 13, Simplified Acquisitions. The period of performance for this project is 8 months. In accordance with FAR 13.106-1, a Justification for Other than Full and Open Competition is on file. HRSA?s target audiences are leadership in maternal child health, services, breastfeeding care and services, advocacy, research, and policy in the United States. Its purpose, mission, and membership position allow the USBC to create and disseminate effectively guidelines for the appropriate and safe use of human milk substitutes while preserving breastfeeding and human milk as the normal feeding method and food for the infant. In addition it is deemed the only source to complete all tasks because it is sponsoring a national conference to reach the correct audiences, and it has proprietary rights to membership information. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement by submitting a capability statement in sufficient detail to demonstrate the ability to perform the services without incurring substantial cost duplication. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
