- NASA/JSC has a requirement for one (1) OmniScan Phased Array Unit (P/N OMNI-PA16-128)(includes: mainframe, 16-128 Phased Array acquisition module and 1 UT channel, acquisition software, AC adaptor, handle strap, 1 battery, 2 axis encoders (XY), 256 MB compact flash disk, and small carrying case). Other accessories with the system are as follows: (1) Angle Beam Linear Array Transducer 5 MHz 16 elts 8' or 2.5 m cable Omniscan connector; (2) Standard wedge for angle beam PA probe A1, longitudinal, 0 degree L; (3) Standard wedge, angle beam PA probe A1, shear wave, Normal scan, 45 degree S; (4) Standard wedge for angle beam PA probe A1, longitudinal wave, Normal scan, 45 degree; (5) Standard wedge for angle beam PA probe A1, normal scan, shear wave, 60 degree S; (6) Standard wedge for angle beam PA probe A1, normal scan, Longitudinal wave, 60 degree L; (7) Standard wedge for angle beam probe A0. (0 degree); (8) Standard wedge for angle beam probe A0 (45 degree shear); (9) Standard wedge for angle beam probe (60 degree shear); (10) Angle Beam Linear Array Transducer 10 MHz 10 elts 6x6 mm 2.5 m cable Omniscan connector (SIDE EXIT); (11) TomoView 2.2 software for acquisition and analysis including user manual; (12) Accessories kit including the following: 1 extra battery, 1 battery charger, 1 compact flash of 512 Mb, 1 compact flash reader, 1 external keyboard, 1 optical mouse, 1 back strapl (13) Mini-Encoder (includes bracket kit to fix the probe); (14)OmniScan Application Training (approximately 4 days -- excluding Travel and Living expenses). NASA Centers, Langley and Marshall, are currently utilizing this system and to maintain product consistency across NASA for collaborative research and development efforts associated with Shuttle, Station, and Crew Life Support spaceflight hardware, NASA Johnson must purchase the same system. NASA/JSC intends to purchase the items from R/D Tech Corporation, since the OmniScan system is unique to that manufacturer. OmniScan's phased arrays have several advantages over conventional ultrasound inspection. The beam angle for each pulse can be modified, allowing the beam to sweep through a range of angles forming a sectorial scan. Sectorial scans can cover a range of angles for out-of-plane defects (as evident in friction-stir welding and other advanced aerospace manufacturing techniques). Phased arrays are also capable of a linear scan, which is useful for quick area inspection of aerospace materials. No other supplies or services will satisfy agency requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on August 3, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
