Description

The United States Coast Guard Maintenance and Logistics Command Pacific, Naval Engineering Division is seeking sources to provide maintenance support and comprehensive training services for the Science Winch and Science winch control Systems on board the U.S. C. G. Cutters Polar Star, Polar Sea, and Healy. This Source Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Coast Guard, Maintenance and Logistics Command, Pacific (MLCPAC). The purpose of this notice is to obtain written submissions designed to improve and clarity the eventual Statement of Work and to identify potential sources that are interested in and capable of performing the work described herein. MLCPAC welcomes written submissions from all organizations, public and private, that have the capacity to perform the eventual contract. MLCPAC does not intend to award a contract on the basis of responses nor otherwise pay for the preparation or use of such information. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of MLCPAC?s use of the information received. As a result of the information obtained from this Notice, MLCPAC may initiate procurement. However, should such procurement materialize, no basis for claims against MLCPAC shall arise as a result of a response to this Notice or MLCPAC?s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The maintenance and support services needs are: 1) On-site equipment grooms of Oceanographic Winches and Trawl/Core Winch Machinery including the associated DC electric drives and control systems. 2) Technical consultation for troubleshooting and repairing equipment, comprehensive training for routine maintenance, troubleshooting, diagnosis, determining faults, and repairs, via fax, electronic mail, phone, and on-site visits. 3) Hardware (including machinery and computer) and Software configuration management services and support. 4) Winch machinery operations and maintenance and comprehensive training. 5) winch drive and control systems (per ship): are: Two oceanographic winches powered by 75 hp DC drives located in the Oceanographic Winch room, one each traw/core winch powered by a 150 hp DC drive located n the Steering Gear Room, three each Fincor Series 3260 digital DC motor controllers located in the same compartment as the winch it drives. There are four workstations to provide control for each winch from within the winch compartment or on the weather deck of the cutters. The Coast Guard is unable to provide any technical documentation of software code for the science winch drives and control system. The capability statement shall sufficiently demonstrate qualifications, capabilities, and previous experience relevant to fulfilling this requirement. The services shall be performed at the ship?s homeport in Seattle, WA, or onboard the ship worldwide. This requirement will be an Indefinite Delivery Indefinite Quantity one-year contract with four one-year options.
