- This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation that will be issued for this requirement; quotations are being requested and a written solicitation will not be issued. Solicitation AG-82FT-S-05-041 is being advertised as a Request for Quotes. This solicitation and consequent contract award incorporates provisions and clauses in effect through Federal Acquisition Circular FAC 2005-04. This acquisition is 100% set-aside for small business. The North American Industry Classification System (NAICS) code for this acquisition is 333111 and the Size Standard is 500 employees. The required delivery date is 15 days after the award date. FOB: Destination for delivery to USDA NRCS Aberdeen Plant Materials Center, Attn: Loren St. John (Phone Number 208-397-4133) 1691 A South 2700 West, Aberdeen, ID 83210. The Government anticipates awarding one firm-fixed-price purchase order resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to this synopsis/solicitation will offer the best value to the Government, price and other factors considered. The provision at FAR 52.212-2, Evaluation-Commercial Items applies to this solicitation. The solicitation will be evaluated using the following criteria: (1) Ability to Meet Required Specifications -Offerors must be able to meet all required specifications listed in the solicitation. Offers shall include price; (2) Ability to Provide the Best Price to the Government; and (3) Offerors must be able to meet the required delivery date of 15 days after receipt of order. Technical factors 1 and 3, when combined, are equal to the importance of price in this solicitation. The provision at Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors-Commercial, and any addenda to the provision, applies to this acquisition. In addition, all Offerors must submit a completed form of FAR clause 52.212-3, Offeror Representations and Certifications ? Commercial Items. This clause may be downloaded, free of charge, at http://www.arnet.gov/far. Offerors who fail to submit a completed FAR 52.212-3 will be considered unresponsive and will not be considered in the evaluation. All Offerors must be registered with the Central Contractors Registry (CCR) per FAR 52.204-7. Offerors who are not registered with CCR will be considered unresponsive and will not be considered in the evaluation. All offers shall include prices; a response to the Evaluation Criteria in FAR 42.212-2; a delivery schedule/process; a completed FAR 52.212-3; and Offeror?s name, address, contact name, phone number, fax number, email address, tax identification number, and DUNS number. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, and any addenda to this clause, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, and any addenda to this clause, applies to this acquisition. The following additional FAR clauses apply to this acquisition: FAR 52.215-5, Facsimile Proposals (Oct 1997), (a) Definition. (a) Facsimile proposal,as used in this provision, means a proposal, revision or modification of a proposal, or withdrawal of a proposal that is transmitted to and received by the Government via facsimile machine. (b) Offerors may submit facsimile proposals as responses to this solicitation. Facsimile proposals are subject to the same rules as paper proposals. (c) The telephone number of receiving facsimile equipment is: 970-498-1166. (d) If any portion of a facsimile proposal received by the Contracting Officer is unreadable to the degree that conformance to the essential requirements of the solicitation cannot be ascertained from the document- (1) The Contracting Officer immediately shall notify the Offeror and permit the Offeror to resubmit the proposal; (2) The method and time for resubmission shall be prescribed by the Contracting Officer after consultation with the Offeror; and (3) The resubmission shall be considered as if it were received at the date and time of the original unreadable submission for the purpose of determining timeliness, provided the Offeror complies with the time and format requirements for resubmission prescribed by the Contracting Officer. (e) The Government reserves the right to make award solely on the facsimile proposal. However, if requested to do so by the Contracting Officer, the apparently successful Offeror promptly shall submit the complete original signed proposal. FAR 52.222-3 Convict Labor (June 2003). In addition, the following Agricultural Acquisition Regulation (AGAR) clauses and provisions are incorporated into this solicitation: AGAR 452.219-70, SIZE STANDARD AND NAICS CODE INFORMATION (SEP 2001) - The North American Industrial Classification System Code(s) and business size standard(s) describing the products and/or services to be acquired under this solicitation are NAICS Code 333111 and the Size Standard is 500 employees. Specifications for No-till Rangeland Drill and Trailer: (1) A minimum-till drill capable of planting mixes of shrub, grass, and forb seed through specified boxes and drops on rugged rangelands and create minimum disruption of the soil surface during the seeding process. The standard rangeland drill creates a 6 inch wide furrow with soil side-cast that can result in increased weed establishment in this large disturbed area. A minimum till drill creates a disturbance area less than one inch in width. The drill should have a planting width 10 feet, capable of planting 10 rows on 1 ft. centers. Total machine width 13.5 feet, height 7.5 feet, weight 8,000 lbs, length with tongue 17 feet. Depth gauge wheels that permit regulation of seed placement on rough sites with little soil disruption and that can be removed to create a furrow for water conservation. (2) Research requirements (key requirements) for creating acceptable seedbeds for key species such as sagebrush: 6 interchangeable Brillion type impactor units. 2 rotary hoe units. (3) The capability of seeding native seeds that may be difficult to seed through a drill because great variability between native seeds relative to slickness, size of seed (for example, western yarrow, a native forb, has 2,770,000 million seeds per pound while antelope bitterbrush, a native shrub has 17,000 seeds per pound), and fluffy seeds (e.g. winterfat, a native forb). Multiple seed boxes (separate grass, legume and ?trashy?) seed boxes are required: - Small seed box with row dividers and small seed cups (fluted feed) with standard shift lever output control. - Fluffy seed box with row dividers, agitator, and picker wheels with derailleur output control. - Cool season seed box with agitator and standard grain drill seed cups (fluted feed) with standard shift lever output control. - Output reduction. - Parallelogram mounted planter that improves seed placement on rough sites. - Telescoping metal seed tubes with 24 inches of vertical travel. - Seed movement guided by swivel knuckles mounted top and bottom. - Mud scraper to prevent plugging of seed tubes. - Seed boxes driven by floating wheel on end wheel. (4) Planter assemblies that provide for minimum-till planting to minimize soil disturbance and permitting weed invasion, durability on rough sites, and that prevent mud buildup. - Two ranks with front to back separation of 48 inches. - Planting units spaced 24 inches within each rank. - 20 inch straight disc blade on angular mount. - Planting disc mounted on 6 bolt hubs with 2 inch axles and tapered roller bearings (each rated at 3,500 lbs). - Internal shield to prevent mud buildup between disc blade and inside of the gauge wheel. - 12 inches of ground clearance in the transport position. - Planting units have 20 inches of vertical travel between the low and high points. (5) Floating hydraulics that: (a) Allow drill to be raised for transport, lockout to protect against accidental engagement while transporting the drill. (b) transfer machine weight to planting units (0-800 lbs/unit) - This transfers machine weight to the disc openers when planting. - The ?float? mechanism to adjust down pressure, allowing the two ranks of openers to ?float? over high spots in the field. - Simple adjustment of the hydraulic pressure allows the operator to change the planter response to rough sites or soft field conditions. (6) Depth control of planted seeds using adjustable depth wheels. Seed may be planted too deeply in loose (sandy) or very dry soils with the standard rangeland drill. It is also essential that different seeds be planted at appropriate depths with adjustable, hydraulic depth control. Many native seeds require seed burial at depths that range from 3 to 4 inches (Indian ricegrass) to less than 1/8th of an inch (sagebrush). - Adjustable side mounted depth/gauge wheels. - Controls seeding depth and surface disturbance - Semi pneumatic rubber wheel mounted on 4-bolt hub with tapered roller bearings and exclusive floating axle. (7) Drill must be capable of withstanding the rigors of operation in a rangeland situation. - Heavy-duty, planting units arranged in two ranks with a front to back separation of 48 inches for maximum trash clearance. Ground penetration caused by 4 tons riding on planting discs mounted at a 7-degree angle to vertical and a 7-degree angle to horizontal. - Rockshafts constructed from 2.5 inch solid bar steel. - Planter mounted on heavy duty parallelograms, planter mounts are torsion knuckles. (8) Provide a firm seedbed by the use of detachable, individual press wheels attached behind the seeding mechanism on the drill. Native plants require good seed to soil contact that is not present when drills without press wheels are used (e.g., the standard rangeland drill). Press wheels ?
