Description
The National Institute of Standards and Technology (NIST) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C.253(c)(1) with the University of Colorado to investigate optical pumping effects in atomic vapors with the goal of generating high-contrast coherent-population-trapping (CPT) resonances for use in compact atomic clocks. High-contrast resonances are important since they result in increased signal-to-noise and therefore better clock performance. The specific tasks that will be carried out by the University are as follows: 1) Write and publish two papers on the results obtained; 2) study selective population of magnetically-sensitive CPT states using elliptically polarized light and 3) design a compact device based on the results of task 2, capable of demonstrating an increased CPT contrast and better clock stability. It is the Government's belief that the skills of researchers engaged by the University of Colorado uniquely qualify them for this work. Interested sources proposing to supply the specified services must submit a written qualification statement clearly establishing the capability to meet the above requirements within 15 days from the date of this synopsis. Responses are due via mail or FAX by August 11, 2005. No RFQ package is available. This procurement is being conducted per Simplified Acquisition Procedures FAR Part 13 (NTE $100,000). Anticipated award date is August 12, 2005.
