- Description
- This is a SOURCES SOUGHT NOTICE to determine the availability of potential small businesses (e.g., 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women-owned small business) that can provide computer software services to support the Fiscal Intermediary Shared System (FISS) over a five year period. The FISS is a national, shared claim processing system used by Medicare fiscal intermediaries for payment of Medicare Part A claims and selected types of Part B claims that cover expenses for medical services furnished in institutional settings, such as hospitals or skilled nursing facilities, or services provided by a home health agency. Medicare currently serves over 40 million beneficiaries and processes more than 1 billion claims per year. Medicare Part A payments alone for fiscal year 2004 were in excess of $178 billion dollars. The FISS is made up of over 3.6 million lines of program code based on traditional CICS online and COBOL, COBOL II and ALC batch programs, using a VSAM data structure. The FISS contains the following sub-systems: report, financial, automated correspondence, recovery tracking, purge and retrieval, Casework, MedATran, SuperOps, Personal Computer/Automated Claim Entry, and FISS Tutor. The computer software services required by the contract include FISS maintenance of over 3.6 million lines of code, developmental enhancements to the FISS, and special projects as approved by CMS. The contract will include the following scope of services: (1) update and maintain the FISS software to include, but not limited to, CMS mandated changes or corrections for program code as well as user-related changes and enhancements, data dictionary maintenance, JCL development, and database maintenance; (2) provide comprehensive testing of all changes before distributing each software release (includes unit, system, and integrated testing with other CMS systems); (3) provide quarterly standardized, fully tested computer software releases and up-to-date documentation, as well as special and emergency releases to data centers that process claims using the FISS software; (4) provide computer software maintenance service activities to data centers that process claims using the FISS software including 24/7 production support for customer service to each of the FISS data centers (currently there are 8 data centers that run the FISS software for approximately 25 fiscal intermediaries processing Part A and B claims); and (5) maintain adequate security as well as comply with federal statutes and regulations as identified in the CMS Business Partners Systems Security Manual. The North American Industrial Classification System (NAICS) code is 541511. This is not an invitation for bid, request for proposal or other solicitation and in no way obligates the Government to award a contract. The minimum contractor requirements are: (1) a CMMI-SW Level 2 or appropriate equivalent such as CMM-SW Level 2 or the ISO 9001:2000 family of standards; (2) in-depth experience with maintaining a complex computer system with several million lines of code; (3) experience with writing requirements, designing, coding, testing, and implementing changes to a complex system; and (4) extensive knowledge of the Medicare program and the complexities associated with its frequently changing nature. CAPABILITY STATEMENTS MUST DEMONSTRATE THE MINIMUM REQUIREMENTS OUTLINED ABOVE. Capability statements must also include the following information: company name, address, point of contact, phone/fax/email, and business size and status (e.g., small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women owned small business). Capability Statements shall be limited to 25 pages. Responses must be submitted not later than August 12, 2005. Capability statements will not be accepted after the due date.
