Description
THIS NOTICE IS FOR INFORMATION ONLY ? The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with the American Trauma Society (ATS), 8903 Presidential Parkway, Suite 512, Upper Marlboro, MD 20772-2656. The purpose of the procurement is to provide an instructional DVD outlining the best practices in communicating with and supporting the family of a pediatric trauma victims. The contractor will be required to deliver a copy of the draft pediatric component script and storyboard; a copy of final pediatric component script and storyboard; a copy of draft pediatric component content and DVD cover artwork; a master copy of DVD; a progress report and a final report. This procurement shall be processed in accordance with the Federal Acquisition Regulations Part 13, Simplified Acquisitions. The period of performance for this project is one year. In accordance with FAR 13.106-1, a Justification for Other than Full and Open Competition is on file. The American Trauma Society (ATS), a national, non-profit, voluntary organization dedicated to the prevention of trauma and the improvement of trauma care, has developed the 2nd Trauma program and has proprietary rights to its contents. The 2nd Trauma program is designed to improve the communication between the family of a trauma victim and trauma professionals, as well as the support provided to such a family. The 2nd Trauma program trains such professionals, including physicians, nurses, paramedics, chaplains, social workers, child-life staff, and others to understand and most effectively and compassionately respond to the needs of a victim?s family during the various phases of trauma care. Using the 2nd Trauma program, the ATS is currently producing a training DVD under contract with HRSA that is geared to an adult population. The HRSA now recognizes the need to address training on the best practices in communicating with and supporting families of pediatric trauma victims in the pre-hospital, emergency department, and intensive care environments. Based on the 2nd Trauma program model, the ATS is now being asked to produce a second instructional DVD outlining the best practices in communicating with and supporting the family of a pediatric trauma victim. Because the ATS has proprietary rights to the 2nd Trauma program, it is the only source to fulfill HRSA?s need. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all capability statements or proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
