- The National Institutes of Health (NIH), National Institute of Neurological Disorders and Stroke (NINDS), NIH MRI Research Facility (NMRF) and the Laboratory of Functional and Molecular Imaging (LFMI) plans to enter into a sole-source procurement to upgrade Government owned Bruker Biospec Avance MRI Scanners with Bruker-Biospin, Inc., 15 Fortune Dr, Billerica, MA, 01821-1395. The North American Industry Classification System Code is 334510 and the business size standard is 500 employees. This acquisition will be processed under FAR Part 12 ? Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The console upgrade is for three Bruker Biospec Avance MRI Scanners to include multiple receiver operation and accessories for use on animals at the NIH. In addition, option to upgrade three (3) other MRI systems at NIH as well as increase performance on the existing systems that can be exercised within two (2) years. NMRF is a shared resource that provides state-of-the-art facilities for research in development and application of magnetic resonance imaging (MRI) and magnetic resonance spectroscopy (MRS). The facility resources are accessible to all investigators at NIH. Further, NMRF provides technical and material support for research activities conducted within the In Vivo NMR Research Center. All components should come with a two (2) year warranty and two (2) year guarantee against obsolescence. (Required) Contractor shall upgrade Biospec Avance 117/30 to include: exchange of rack containing digital control and acquisition electronics (Avance or DBX) configuration to provide four (4) receive channels and upgrade each acquisition channel with Digital Receiver (DRU) electronics; provide additional rack containing a further four (4) DRU receive channels; cables and connectors as required; upgrade of ParaVision 3.x to ParaVision 4.x inclusive of early access modules for multiple receiver acquisition and data processing and complete set of documentation and manuals. (Required) Contractor shall provide gradient power supplies for Biospec system, 3 x 500V/300A to include equipment rack; cables and connectors as required; filters for filter panel and Upgrade of GPSCU. As an option contractor shall provide an additional rack containing up to eight (8) additional DRU receive channels to provide a total of sixteen (16) receive channels for the 117/30; this option should include pricing to add receivers in groups of four (4) so that it would be possible to have twelve (12) total receivers; cables and connectors as required; upgrade of ParaVision 3.x to ParaVision 4.x inclusive of early access modules for multiple receiver acquisition and data processing and complete set of documentation and manuals. (Required) Contractor shall upgrade Biospec Avance 47/40 and 47/60VAS to include: exchange of rack containing digital control and acquisition electronics (Avance or DBX) configuration to provide four (4) receive channels and upgrade each acquisition channel with Digital Receiver (DRU) electronics for both systems; provide additional rack containing a further four (4) DRU receive channels for both systems; cables and connectors as required; upgrade of ParaVision 3.x to ParaVision 4.x inclusive of early access modules for multiple receiver acquisition and data processing and complete set of documentation and manuals for both systems. (Required) Contractor shall provide gradient power supplies for Biospec 47/40 system, 3 x 500V/300A; equipment rack; cables and connectors as required; filters for filter panel and upgrade of GPSCU. As an option contractor shall supply an upgrade for Biospec Avance 70/21 and 70/16. Contractor shall exchange rack containing digital control and acquisition electronics (Avance or DBX configuration) to provide four (4) receive channels and upgrade each acquisition channel with Digital Receiver (DRU) electronics; provide additional rack containing a further four (4) DRU receive channels; cables and connectors as required, upgrading of ParaVision 3.x to ParaVision 4.x inclusive of early access modules for multiple receiver acquisition and data processing and complete set of documentation and manuals. As an option contractor shall provide an additional rack containing up to eight (8) additional DRU receive channels to provide a total of sixteen (16) receive channels for the 47/40, 47/60, 7/21 and 7/16. This option should include pricing to add receivers in groups of four (4) so that it would be possible to have twelve (12) total receivers; cables and connectors as required; upgrade of ParaVision 3.x to ParaVision 4.x inclusive of early access modules for multiple receiver acquisition and data processing and complete set of documentation and manuals. As an option contractor shall provide upgrading to existing Biospec Avance 70/30USR to include exchange of rack containing digital control and acquisition electronics (Avance or DBX configuration) to provide four (4) receive channels and upgrade each acquisition channel with Digital Receiver (DRU) electronics; additional rack containing a further four (4) DRU receive channels; cables and connectors as required; upgrade of ParaVision 3.x to ParaVision 4.x inclusive of early access modules for multiple receiver acquisition and data processing and complete set of documentation manuals. Bruker-Biospin is the only known source to the NINDS researcher that can provide the aforementioned upgrades. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the entire above requirement, they may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow the NINDS researcher to determine if the party can meet the requirements of this synopsis. An original and one copy of the capability statement must be received in the Contracting Office by 1PM EDT (local Washington, D.C.) on August 5, 2005. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
