- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation ; a quote is being requested and a written solicitation will not be issued. This request for quotation (RFQ), 05EOIG002654, is for the purchase and delivery of an integral covert video and audio surveillance system that can be deployed in any environmental situation criminal investigators may encounter. This equipment can be used to monitor from a vehicle or listening post to a single location or expand to several suspect locations at once. In addition, this system can adjust to record evidence in day, or night, indoors or outdoors. This system has the capability of being powered using existing sources in a room or using vehicle inverters or battery packs. THE GOVERNMENT KNOWS OF ONLY ONE SOURCE, SECURITY PRODUCTS INTERNATIONAL (SPI), POTTSTOWN, PA 19464 CAPABLE OF SATISFYING THE REQUIREMENT DESCRIBED HEREIN AND INTENDS TO NEGOTIATE AN AWARD ON A SOLE SOURCE BASIS UTILIZING SIMPLIFIED ACQUISITION PROCEDURES. The following are the items being purchased from SPI for the covert audio and video system:(Qty 12) MVD 2D Pan and Tilt; (QTY 30) Video Adapter Kits 86006; (Qty 11)Sting DVR-w/CF; (Qty 24) PV330 20 GIG. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items (JAN 2005), and the clause at 52.212-4, Contract Terms and Conditions-Commercial Items (OCT 2003), apply to this acquisition. Offerors shall submit a fully executed copy of the provision at FAR 52.212-3, Offerors Representations and Certifications-Commercial Items (MARCH 2005) with their offer. This notice is not a request for competitive proposals. Firms having the ability to provide the items, as stated above, shall provide clear and comprehensive information supporting its claim, inclusive of references listing contact person(s) and phone number(s); technical literature; GSA schedule, if applicable; and pricing. A determination by the Government not to compete with this proposed contact based solely upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
