Description
Request for Information (RFI). The South Texas Veterans Health Care System (STVHCS), 7400 Merton Minter Blvd., San Antonio, Texas 78229-4404 has a requirement for a Contractor to provide radioactive seeds for implant. There are two (2) types, Iodine-125 (I-125), and Palladium-103 (PD-103). Loose seeds, preloaded Mick Cartridges, seeds in preloaded needles, and stranded seeds will be required. This RFI is issued to conduct Market Research in accordance with Federal Acquisition Regulation (FAR) Part 10. There will not be a contract issued as a result of this RFI. Responses will be evaluated and the STVHCS will determine the possibility of set-asides if Market Research identifies sources allowing set-asides. For purposes of this RFI the following lists the preference for set-asides in order of consideration: (1.) Service-Disabled Veteran-Owned-Small Business (SDVOSB) in accordance with FAR Subpart 19.14, (2.) HUB-Zone 8(a) set-aside in accordance with FAR Subpart 19.8, (3.) 8(a) set-aside in accordance with FAR Subpart 19.8, (4.) HUB-Zone set-aside in accordance with FAR Subpart 19.13, and (5.) Small Business set-aside in accordance with FAR Subpart 19.5. After receipt of responses to this RFI the Contracting Officer will make a determination to consider competitive or sole-source procedures authorized by FAR for each type of set-aside listed above. If as a result of this Market Research the Contracting Officer determines that none of the set-aside types listed will result in award of a contract at a fair and reasonable price the procurement will be processed on an unrestricted basis. Responses should indicate that prospective offeror has current Nuclear Regulatory Commission (NRC) or state license allowing them to distribute radioisotopes, indicate that sources are approved by the NRC's Sealed Source and Device Registry, and that sources are traceable to the National Institute of Standards and Technology revised air-kerma strength standard. The STVHCS is currently paying $13.50 for I-125 loose seeds, $14.50 for I-125 pre-loaded seeds, $19.50 for I-125 seeds in preloaded needles, $22.50 for I-125 stranded seeds, $37.50 for PD-103 loose seeds, $38.50 for PD-103 pre-loaded seeds, $40.50 for PD-103 preloaded needles, and $43.50 for PD-103 stranded seeds. Prospective offeror's are required to provide their proposed pricing in response to this RFI. This will not be a firm price but will be used by the Contracting Officer to determine if any of the proposed set-aside procedures can be used with an anticipated award at a fair and reasonable price. Responses to this RFI should be submitted by close of business August 5, 2005, by 4:30 PM Central Standard Time. Responses are to be submitted by e-mail to Hal.Morriss@med.va.gov.
