Description
This is not a solicitation, but a Notice of Contract Action. The United States Air Force, Air Force Materiel Command, Electronic Systems Center, Network Centric Operations/Integration Systems Wing, Global Information Grid Systems Group, Contracting Division (GIGSG/PK) intends to award a sole source Cost Plus Fixed Fee (CPFF) 6-month bridge contract to General Dynamics C4 Systems, Needham Heights, MA, to provide Contractor Logistics Support (CLS) to the Defense Injection/Reception Emergency Action Message Command and Control Terminal (DIRECT) for the period 1 September 2005 through 28 February 2006. This bridge is required in order to provide seamless system support pending award of a new CLS contract as described in FedBizOpps Sources Sought synopsis dated 14 February 2005. The authority for this action is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The primary CLS objectives are to provide organizational maintenance at the sites where DIRECT is installed, to provide depot maintenance for both hardware and software, and provide options for technical refreshment and prototype studies and production. DIRECT is a component of the Minimum Essential Emergency Communications Network (MEECN). DIRECT enables Nuclear Component Commanders to generate, release, transmit, receive, process, acknowledge, and readdress Emergency Action Messages (EAMs), Emergency Action Support Message (EASMs), and Non-Emergency Action Messages (non-EAMs) over all available communications channels. DIRECT equipment is currently installed at seven Nuclear Combatant Commander command centers at NMCC, NMCC Site R, USSTRATCOM, USJFCOM, USNORTHCOM, USEUCOM, and USPACOM, and at a DIRECT Software Support Facility at General Dynamics. This notice of intent is not a request for competitive proposals. If a firm believes they are capable of fully satisfying the Government's requirements, they may identify their interest and capability within 15 calendar days of this publication to GIGSG/PK, Attn: 2Lt Joe Megery, 11 Eglin Street, Hanscom AFB, MA 01731, phone (781) 377-8917, e-mail joseph.megery@hanscom.af.mil. The Government will review all responses, without prejudice, whether or not the Government initially determines that another firm is fully qualified to fulfill the DIRECT Program requirements. A determination whether to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
