- INTENT: NDU Press is CONSIDERING an Umbrella Contract to increase efficiency and effectiveness in executing its portion of NDUs core missions: Joint Professional Military Education, Research, and Outreach. The goal of this Umbrella Contract is soup-to-nuts pr ofessional publication service. The selected contractor will provide full spectrum publishing support for NDU Press 6 major product lines: Joint Force Quarterly, Books, McNair Papers, Occasional Papers, Policy Briefs, and Electronic Publications. Contr actor will also provide flexibility in adding, changing, redesign, and closing ineffective product lines. Importantly, NDU Press is moving from a purely government funded to an entrepreneurial model. NDU Press must recover some production costs through s ales, primarily to academic markets a cost recovery mechanism is critical, so access to new markets and reselling is a new venture. Also, because most product lines are in series, long term economies of scale reduce unit costs. NDU Press internal staff include managers and editors with limited art and internet capabilities, it possess no organic publication capability. Use both PC and Mac computing, Contractor will coordinate with NDU IT on electronic publication. Press requires Umbrella Contract for business development, marketing, presales, typeset & design, printing and print sheet inspection, distribution, fulfillment house functions, order execution, interface with resellers, circulation, returns, electronic publication, and web site development a nd maintenance. MISSION: The mission of NDU Press is to provide defense and interagency decisionmakers, allies/partners, and the attentive public with attractive, balanced, and thoroughly researched professional publications & PRODUCT-LINES: NDU Press has 6 primary product lines and promulgates electronic and traditional publication media. Other lines are under consideration and we constantly evaluate our processes and products. JOINT FORCE QUARTERLY: Joint Force Quarterly is published by the National Defense University Press for the Chairman of the Joint Chiefs of Staff. JFQ is the Chairmans flagship joint military and security studies journal designed to inform members of the U.S. Armed Forces, allies, and other partners on joint and integrated operations; national security polity and strategy; efforts to combat terrorism; homeland security; and developments in training and joint professional military education to transform Ame ricas military and security apparatus to better meet tomorrows challenges while protecting freedom today. NDU Press produces JFQ four times a year, it is delivered by the first week in every quarter. JFQ is a full color, perfect bound, professional Jour nal, roughly 112 pages with a run of approximately 30,000 each issue plus pdfs for electronic publication. Currently, articles are in English and Spanish, but JFQ may have need of Arabic, French, Japanese, and other language support for translation, types et & design, publication, distribution, etc. Exploring design revision. BOOKS: NDU Press produces 10-20 academic research and national security policy or analysis books annually. These come in a variety of styles, sizes, and lengths. Some have pictures, figures and all have color covers and perfect binding. Currently, arti cles are in English, Spanish and Portuguese, but JFQ may have need of Russian, Arabic, French, Japanese, and other language support for translation, typeset & design, publication, distribution, etc. Sizes range from 100 pages to 700, hard and soft bound, plus pdf for electronic publication. English MCNAIR PAPERS: Smaller books, typically 30k-35k words with minimal photos or art. Perfect bound but not photo-glossy colors. Anticipate 2-5 per year. May discontinue or revise. OCCASIONAL PAPERS: Glossy and smaller staple stitch bound booklets, usually minimal or no photos, few figures, 12k-15k words typically. Each NDU component (research institute or school) have a different color cover, otherwise format is identical for each paper. Traditional and electronic formats. Multiple languages anticipated, overwhelmingly English in print. Anticipate 10-20 per year. POLICY BRIEFS: Strategic Forum and Defense Horizon series and on-line. 2 color, 8 ? x 11 newsletter format. 4-16 pages, but most 4-8 pages stapled. Overwhelmingly in English, expect electronic will have several languages. 25-50 annually. ELECTRONIC PUBLICATIONS: Multiple languages. Pdf primary format, but considering more in XML. Need web design and support assistance for NDU Press web sites. Plus occasional CD or DVD projects, data & reprints of above frequently, such as archive of JF Q, specific books or McNair papers, etc. Moving from old posting philosophy to modern, cross-indexed research capable Electronic Publishing.
