- This is a COMBINED SYNOPSIS SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation HAQ053043 is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-27. NAICS code 324121; size standard of 500 employees. SUPPLY AND DELIVER 500 cu.yd. controlled density fill (CDF) to Cow Creek Station 26, Canton Creek Station 332, Rock Creek Station 2 and Pass Creek as identified on project site maps. Maps are available by CD from this office. TECHNICAL SPECIFICATIONS: Materials shall be Portland cement, Type I, II or IIA according to ASTM C 150 or equal. Cement shall be 2-3% of the total mix weight. Potable water shall be used for mixing concrete. Water shall be 11-12% of the total mix weight. Fly ash shall be 5-6% of the total mix weight. Aggregate shall have a maximum size of ? inch and not over 5% passing the no. 4 sieve. Course aggregate shall be 40-41% of the total mix weight. Fine aggregate shall completely pass the no. 4 sieve with no more than 5% passing the no. 100 sieve. The fine aggregate shall contain no silt, loam, clay or organic particles. Fine aggregate shall be 40-41% of the total mix weight. Ready mix concrete shall be designed for a 28-day compressive strength of 150-250 psi. Slump shall be 5-8 inches as determined by ASTM C 143. If superplastizers are used, in the concrete, the slump may be a maximum of 11 inches. Water reducing retarding admixtures and superplasticizers may be used when approved. The time when CDF discharge must be completed, due to retardant used, shall be indicated on the batch ticket. Use a quantity of an admisture within the manufacture's recommendation. Discharge of non-retarded CDF shall be completed within 1 ? hours after the introduction of cement into the aggregates. CDF shall be placed in lifts with a maximum depth of four feet. Where more than one lift is placed the minimum time between lifts shall be four hours. Submit one copy of the design mix and strength, class and type of concrete to be used. Mix design and strength test results shall be prepared by a certified testing laboratory. DELIVERY, PERFORMANCE, AND ACCEPTANCE: Cure CDF for a minimum period of four hours from time of placement, or until the mixture hardens to a state sufficient to support the weight of a person. Provide a delivery ticket, in accordance with ASTM C-94 for each load of CDF delivered to the job site. Cause for rejection will be the batch ticket not showing the dispatched time, mix design identification and additional time allowed if retarders are used. The Government will pay the Contractor upon receipt of a proper invoice with supporting tickets on quantities accepted by the Government. EVALUATION FACTORS FOR AWARD: Award will be on an all or none basis. Award will be made to the responsible firm whose quote is most advantageous to the Government, price and other factors considered. Other factors for this solicitation include past performance of the quoter. Past performance information may be based on the Government's knowledge of and previous experience with the quoter, or other reasonable basis.
