- The Bureau of Land Management proposes to noncompetitively issue a purchase order with Surdex Corp., 520 Spirit of St. Louis Blvd., Chesterfield, Missouri 62025 for one-half meter resolution Digital Orthophoto Quads (DOQs) covering all counties of the State of Oregon. Product specifications are based on the United States Department of Agriculture's National Agriculture Imagery Program (NAIP) contract (solicitation USDA-NAIP-3-04 for Option Year 1) administered by the Aerial Photography Field Office. The imagery produced for this contract is a derived product as defined in that contract. The product deliverables include compressed and uncompressed copies of all film scans, compressed DOQ mosaics covering each county in the State of Oregon, compressed and uncompressed versions of all DOQs, and metadata, quality, and accuracy reports. Products must be created at the desired resolution. Interpolation is not acceptable. The basis for the required products is intended to be 1:40,000 Natural Color photography acquired for the 2005 NAIP project in Oregon. The required photographic period is the leaf-on summer growing period with a sun angle greater than 30 degrees. 1:40,000 scale photography requires a scanning aperture of 12.5 microns to attain a ground sample distance of one-half meter. The Contractor shall perform digital differential orthophoto rectification of the digital images to remove tilt and relief displacement via cubic convolution processing. DOQs must meet USGS requirement and match the 7.5 Minute Quadrangle area. All control and elevation data is to be derived from baseline orthoimagery. Compression must use LizardTech's MrSID software and shall be saved in MrSID Generation Three (MG3) format. Delivery is expected within 60 calendar days from the Notice to Proceed of comparable NAIP products. Firms which meet the above contract requirements should submit their qualifications in writing specifically addressing the four criteria described above to the Contracting Officer. All responsible sources who submit a response will be considered. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
