- Concerns having the ability to furnish the services described herein are requested to give written notification (including the telephone number for a point of contact) to the procuring office above with 30 calendar days from the date of this synopsis. The U.S. Geological Survey, Water Resources Discipline, has a requirement for a NMR System 300 NB High Resolution. The NMR workstation should operate VARIAN VNMR software and have the capacity to process NMR data previously acquired using VNMR and Spinsight software. The NMR console should be operational with the following VARIAN NMR probes installed in an Oxford 300/54 ALOX style magnet. The NMR system should have the capability to perform Variable Temperature (VT) liquid state NMR experiments on a 10 mm broadband probe and 5 mm pulsed field gradient indirect detection probe for nuclei in the rage of frequencies between N-15 and P-31. The spectrometer should be able to reproduce C-13 NMR spectra on standard and reference samples of the International Humic Substances Society previously recorded on a 300 MHz liquid state instrument. The NMR system should have the capability to perform Variable Temperature (VT) solid state NMR double resonance experiments using a 7 mm rotor, including Al-27l, Si-29, N-15, P-31, and C-13. Pulse sequence capabilities should include cross polarization, direct polarization, and two dimensional HETCOR. Installation should include five (5) days of on-sight training and two (2) weeks of off-sight training. The vendor should also be able to provide a service contracts on the full NMR system after the one year warranty has expired. Based on the information available at this time, and in accordance with 41 U.S.C. 253 (c) (1), implemented by FAR 6.302-1, the Government considers the items specified as a sole source from Varian NMR Systems, Palo Alto, CA, and proposes to negotiate a contract with that firm. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required item/services or its functional equivalent (based upon the criteria specified herein) are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures and such other materials, which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, request for such document without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice to the procurement.
