Description
The Naval Air Systems Command (NAVAIR) intends to negotiate a sole source firm fixed price contract with H. Koch and Sons Company, Anaheim, CA to modify the H-60 Mobile Aircrew Webbing Retractor (MAWR) in order to meet cross-platform mission requirements and integration of an expanded set of USN/USMC aircraft, including H-53, V-22, H-1, H-46, and C-130 T/M/S. Modification of the H-60 MAWR also includes webbing retraction spring force reduction, increased webbing capacity, retraction velocity control and enhanced strap stowage. The MAWR ensures the safety of mobile aircrew during flight operations. Approximately 21 units are required for first article testing beginning ninety days after contract award. Associated engineering and logistics support, systems safety, reliability and maintainability, quality assurance, parts management, configuration management, and technical data are also required. The H-60 MAWR is a modified MA-16 Inertia Reel and is qualified under the MAWR Performance Specification. The MA-16 is qualified to MIL-R-8236F, Reel, Shoulder Harness, Inertia Lock. H. Koch & Sons Company is the sole designer, developer, and manufacturer of the MAWR and the MA-16 and the only known source with the technical expertise and data to meet this need. Upon successful completion of first article testing, NAVAIR intends to award a follow on production contract(s) valued at approximately $18M to retrofit all front line USN and USMC under a Common Mobile Aircrew Restraint System program.
