Description
NASA/MSFC has a requirement for preventative maintenance of the Ultrasonic Object Consolidator System which is located on-site at Marshall Space Flight Center. The contractor shall provide a two year preventative maintenance on the NASA Marshall Space Flight Center Ultrasonic Object Consolidation System. The maintenance period shall be two years from contract award. This shall include replacement of expendable tools and supplies, repairs to the system's hardware, 6 annual (12 total) training/preventative maintenance visits, and any software/firmware upgrades that the company releases for the system. NASA/MSFC intends to purchase the items from Solidica, pursuant to FAR 13.106-1(b) (1), for acquisitions of supplies or services when the circumstances of the contract action deem only one source reasonably available. Competition is impractical for the following reason: 1. Solidica is the original equipment manufacturer of the existing hardware and has sole propriety to the technologies involved in Ultrasonic Object Consolidation. 2. Solidica, Inc., does not authorize other sources to service and maintain its equipment. Service or maintenance performed by other firms will void warranties and/or maintenance contracts with Solidica, Inc. 3. Solidica, Inc., has the capability to perform the hardware and software maintenance while maintaining compatibility with peripheral hardware and software systems. 4. Regular preventative maintenance of the Ultrasonic Object Consolidator is necessary to retain compliance with ISO9001 equipment calibration standards. 5. Market research performed by the requiring activity revealed that Solidica, Inc., is the only known source that performs the required services and is capable of satisfying the Government?s requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. local time on July 27, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
