- The Social Security Administration (SSA) intends to negotiate solely with Financial Systems Consultants INC, 6409 Eppard St., Falls Church, VA 22044-2300 to purchase the Federal Real Property Management (FRPM) 3.0 perpetual software licenses program to include upgrades, consultant, training and maintenance support services. The FRPM program is a commercial-off-the-shelf (COTS) package that offers proven ability to manage government agencies? real property inventory and the financial database that coincides with such an inventory. SSA?s Office of Realty Management(ORM) manages over 1900 leases (27,700,000 square feet of space). During the course of a year, offices are relocated, created or terminated and ORM must a have a database to assist them in their efforts to track rent dollars associated with these sites. Additionally, Executive Order 13327 created the Federal Real Property Council which mandates reporting on twenty-three data elements for our SSA assets. SSA currently has a six hundred million dollar rent budget for Fiscal Year 2006. A specialized application is required. ORM needs a product that meets all the following requirements: 1. Proven, successful track record of working with the Federal Government in financial property management and General Services Administration (GSA) rent bill processing; Interfaces with the GSA Rent Billing system; 2. Comprehensive list of 50 plus canned reports (specific reports needed available upon request) that will aid in the management of real property. Compliance with all applicable Executive Orders, specifically EO 13327 and 12941; 3. Possess report process and formatting for SSA to meet the twenty-three data reporting requirements of the Federal Real Property Council; 4. Flexibility to interface with other agency Human Resource and other Facility Maintenance programs; 5. Ability to integrate Geographic Information Systems with the application; 6. Meet Joint Financial Management Improvement Program (JFMIP) property, plant and equipment applications that fulfills all GAO requirements; 7. Ability to display images and photos; 8. Capacity to generate new property records as GSA adds them to the inventory 9. Ability to generate ad hoc queries; 10. Ability to develop SSA?s annual rent budget; 11. Possess a chargeback feature to challenge billing errors; 12. Ability to download queries to Microsoft Excel; and 13. Ability to allocate space by component and type. Based on market research, SSA has determined that FSC, Inc.?s FRPM is the best product available that meet the agency?s needs. An award pursuant to FAR Part 8.402 is anticipated. However, interested vendors can submit a written response that must contain sufficient documentation to establish a bona fide capability to fulfill all the requirements stated herein. A solicitation is not available; therefore, written and/or verbal requests for copies of a solicitation related to this announcement will not be honored. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
