- REQUEST FOR PROPOSAL (RFP) Number: DOL059RP20072, Amendment number 0002. The purpose of this is to provide a response or clarifications to this RFP as follows: 1. Section M specifies that the contractor is to “demonstrate the offeror's experience and capabilities in the following key areas: e. Litigation Support Processes.” Could you identify all current all current litigation support processes and software employed by and unique to DOL. Response: See Section C.2.3 for Litigation Support Services requirements under this RFP. The proposal should demonstrate the offeror’s experience and capabilities that meet these requirements as described in Section C.2.3. The proposal should also indicate which software the offeror uses and/or has experience with. 2. We respectfully request extension of the due date by 1-2 weeks since there are currently only 14 days (10 business) to prepare a response. Response: The closing date for submission of offeror’s proposal is amended and change as follows: Your separate business/cost proposal (original copy and five (5) photocopies) and separate technical proposal (original copy and five (5) photocopies) must be received by the Office of Procurement Services (OPS), U.S. Department of Labor (DOL), 200 Constitution Ave., NW, Room N-5416, Washington, DC, 20210, NOT LATER THAN August 9, 2005, 4:30PM, Washington, DC E.S.T. 3. When is the anticipated date of award? Response: Unknown at this time, so therefore no response. 4. What would be the anticipated transition period from incumbent contractor, i.e 15days, 30 days? Response: 10 workdays 5. Is it a multiple award contract or only one contractor will be selected? Response: One (1) contractor will be submitted to SBA for approval to negotiate an 8 (a) award. 6. Do I need to offer all categories? Response: Yes. 7. We are unclear on how the Section B tables will be used for the cost evaluation and which of these sections will be a part of the evaluation process? Response: See Section M in this RFP. Will you be making the cost comparisons by the totals given in Sections B.10, B.11, B.12, and B.13, or will the evaluation be based on the rates by labor category in Tables 2 and 3 on Section B.2? Please clarify. Response: See Section M in this RFP. 8. The FEDBIZOPPS announcement used a NAICS code of 541199, with an SB size standard of $6 million, while the Representations and Certifications, Section K, 52-219-1, indicates a NAICS code of 541512, with a size standard of $21 million? Please clarify. Response: NAICS code for this RFP and SOW is 541199. 9. Will there be an extension for proposal responses based on the fact that this is an 8(a) competition? Response: Same as item number 2 above. 10. Will the incumbent be given the option to bid on this RFP? Response: The RFP notice was placed on FedBizOps which gives the incumbent access and response to this RFP, so yes. 11. Will the incumbent give first right to hire of the existing contract employees? Response: No response. 12. How many personnel are deployed at each of the DOL Regional and Branch locations? Response: Contractor employees will be permanently stationed at the U.S. Department of Labor headquarters building at 200 Constitution Avenue, N.W., in Washington, D.C. As necessary, some contractor staff may be temporarily assigned to any regional or branch location listed in Section C.1.8. In the case of a temporary assignment, travel and per diem expenses for the contractor employee(s) will be paid as specified in Section B.4. 13. Is there an incumbent? Response: Adnet Systems, Inc. 14. Are there any security clearance requirements? Response: See Section C.7 for security requirements. 15. Can we request a meeting with the customer's technical point of contact? Response: No response. 16. Is there a pre-bid conference scheduled? Response: No. 17. Section M in this RFP is amended and change as follows: FROM: M.1. TECHNICAL EVALUATION FACTORS AND POINTS. TO READ: M.1. TECHNICAL EVALUATION FACTORS. END.
