- R - Implementing Strategic Cost-Benefit Analysis of L2C Deployment: Phase II - The U.S. Dept. of Commerce/NOAA intends to negotiate on a sole source basis with Mr. Irving Leveson, 10 Inverness Lane, Jackson, NJ 08527-4047 using the simplified acquisition procedures for consulting services in accordance with the Statement of Work: The Contractor shall conduct Phase II of the study: GPS Modernization: A Strategic Cost-Benefit Analysis of L2C Deployment and Reflecting L5 deployment. This contract is for Phase II which completes the analysis. NOAA has a requirement, as identified in decisions of the Interagency GPS Executive Board and NOAA Program Guidance memoranda to immediately complete this program. Timely completion of the study is essential to inform decisions about the timing and pace of deployment of the L2C signal which is expected to be available on the first Block IIR-M satellite to be launched this Fall. The effort will be completed under the Office of the Chief Economist which oversaw Phase I. The Phase II effort will incorporate scenarios for deployment of satellites and signals and for the strength and timing of demand for high precision GPS, dual frequency GPS and L2C and applications as a function of technical characteristics and capabilities of L1, L2, L2C, L5, and Galileo, developments in technology; substitution effects against dual frequency coded L1 C/A & L2C use vs. L1/L2 codeless/semi-codeless use and for L2C use vs. L1 C/A single frequency use; market segment characteristics, and market penetration paths; assessment of competition and reinforcement between L2C and public and private augmentations; application of improved methods of benefit valuation; scenario-based analysis of benefits, costs and risks; issues raised by L2C for military decisions; roles of GPS in a global system of positioning, navigation and timing systems; and strategic quantitative and qualitative analysis of policy alternatives as a function of scenarios that integrate critical considerations. Unique Qualifications: The proposed contractor has unique qualifications to perform the range of tasks involved in this contract. A Ph.D. in economics from Columbia University, he has over 30 years experience as a consultant and employee in private industry, non-partisan think tanks, and government. Dr. Leveson has extensive experience includes economic and financial analysis, scenario-based analysis, technology assessment and forecasting, industry and product analysis, market and competition analysis, strategic planning, cost-benefit analysis, risk assessment, geopolitical analysis, public policy and research methods. He served as Director of Economic Studies for the Hudson Institute, interfacing with political, social and national security study teams, and as Senior Vice President and Director of Research of Hudson Strategy Group. He has consulted to major corporations such as CitiGroup, Horizon Blue Cross-Blue Shield, the New York Stock Exchange and entrepreneurial companies on analysis of markets, competition, risks, technology impacts and forecasting, geopolitical issues and business strategies, and participated on teams modeling costs, benefits and risks at the Center for Adaptive Systems Applications. His government clients include the CIA, NSA, Department of State, SBA, HHS, and the Department of Commerce, with advice on strategic planning, financial analysis, business model development, U.S. and international economic development, science and engineering human resources and long-range trend analysis. Dr. Leveson's has been advising and assisting NOAA for four years with application of economic and strategic planning concepts and tools to decision-making and management. He has contributed to a wide range of planning and budgeting activities and analyses of programs. He was Principal Investigator on the September 2002 trend analysis that contributed to the development of NOAA's strategic plan and provided focused assistance on special issues such as technology and ocean issues, business and economic trends, evolving business models in the private and public sector and the role of government, evolutionary technology such as the internet and electronic commerce; research and development trends, issues in the provision of weather and climate forecasts and services, and environmental and natural resource management issues. Under a NOAA contract in FY 2004 he assisted in incorporating social science into NOAA planning and decision-making processes and applications through discussions with NOAA officials and social scientists, preparation of workshop briefing books addressing cost-benefit analysis, valuation of benefits and other methods and providing examples of NOAA applications, and presentations to Mission Goal teams and NOAA staff and budget offices. Through all of these activities Dr. Leveson has developed wide-ranging familiarity with NOAA mandates, programs, organization, decision-making processes, directions and critical issues. Dr. Leveson was Principal Investigator on Phase I of the GPS modernization strategic cost benefit study, personally conducting all phases of research, analysis and report preparation. He has examined the status, plans and issues in modernizing GPS, L2C and L5 and competing systems, held extensive discussions and dozens of interviews and with experts in business and government and made presentations to the IGEB, DOT and DOD on the application of approaches and methods to GPS decision-making. These unique qualifications enable him to complete the study without start up delays or costs, to provide continuity and timely completion of the analysis and to assure appropriateness of analysis and communication for decision-making communities. Offeror's who believe they can meet this requirement are required to submit in writing an affirmative response. All written response must include a narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit analysis to establish a bonafide capability to meet the requirements. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely with the discretion of the Government. Affirmative written responses must be received no later than 15 days after publication of this synopsis.
