Description
The purpose of Amendment A001 is to add Task B, Economic Analysis for Program Planning and Implementation, to announcement # DG1330-05-RP-1204(GJB) now label as Task A , Implementing Strategic Cost-Benefit Analysis of L2C Deployment as follows: R - Economic Analysis for Program Planning and Implementation. The U.S. Dept. of Commerce/NOAA intends to negotiate on a sole source basis with Mr. Irving Leveson, 10 Inverness Lane, Jackson, NJ 08527-4047 using the simplified acquisition procedures for consulting services in accordance with the Statement of Work: Task B: NOAA plans to contract with Dr. Irving Leveson on a sole source basis using simplified acquisition procedures for consulting services to conduct Economic Analysis for Program Planning and Implementation. NOAA has a requirement, as identified in decisions of the NOAA Social Science Advisory Board and accepted as part of NOAA’s mission goals to expand social science capabilities and data to deal with both programmatic (mission-driven) and organizational (institutional) issues. PPI assumed the lead in implementing the recommendations of Social Science Review Panel of the NOAA Science Advisory Board with workshops, pilot studies and assistance to mission goal teams. PPI’s larger near term effort of which this is a part includes working with line offices on developing and initiating small-scale focused projects, conducting social science research projects in PPI, and developing strategies and guidance documents for longer term research planning. Research projects in PPI include focuses on understanding the user base for current ant potential NOAA programs, cost-effectiveness and cost-benefit analysis and public/private sector relationship issues. Dr. Leveson shall provide assistance, advice and analytic support as required on economic, social, and management developments and issues. He shall assist in measuring current and potential program impacts and performance, benefits and costs. He shall provide assessments of technologies and product distribution systems and their implications. He shall examine workings of current and potential markets and assist in understanding customer behavior, for example in response to availability of products and technologies. He shall analyze organizational structure and behavior and industry structures and responses to changing conditions. Dr. Leveson’s activities are expected to include: 1. Providing advice and assistance in enhancing the use of social science for NOAA planning and decision-making, building on PPI’s initial efforts with mission goal teams, line offices and NOAA staff. 2. Conducting an exploratory study of GPS use in NOAA, including the state of NOAA’s planning for future use of GPS in its programs and services and NOAA’s evolving role in GPS services and policy, building on Dr. Leveson’s Strategic Cost-Benefit Analysis of GPS Modernization. 3. Assisting in early stage development of a NOAA performance and benefit measurement system as a first cut toward developing a system utilizing social science concepts, definitions and methodologies. 4. Assisting in exploratory analysis of weather service and customer responses to changing technologies and services and related issues of relationships with other public and private organizations. Dr. Leveson shall work with various parts of NOAA as required. Activities will vary as changing needs are communicated by the Office of the Chief Economist in NOAA. Deliverables The deliverables for the enumerated items consist of: • Advice, information and analyses on extending social science use in NOAA, including suggestions for social science research projects that could be done in PPI or NOAA line offices and assistance in advancing the long-range program of social science literacy and action. • An exploratory report on GPS use in NOAA, with recommendations for long range planning to make effective use of a rapidly modernizing GPS system. • Recommendations for development of a NOAA performance and benefit measurement system and assistance in testing implementation. • Analysis of potential weather service and customer responses to changing technologies and services and discussion of issues and frameworks for examining public/private sector roles. Advice and analyses will be communicated in appropriate discussions, memoranda, presentations and reports. Unique Qualifications: The proposed contractor has unique qualifications to perform the range of tasks involved in this contract. A Ph.D. in economics from Columbia University, he has over 30 years experience as a consultant and employee in private industry, non-partisan think tanks, and government. Dr. Leveson has extensive experience includes economic and financial analysis, scenario-based analysis, technology assessment and forecasting, industry and product analysis, market and competition analysis, strategic planning, cost-benefit analysis, risk assessment, geopolitical analysis, public policy and research methods. He served as Director of Economic Studies for the Hudson Institute, interfacing with political, social and national security study teams, and as Senior Vice President and Director of Research of Hudson Strategy Group. He has consulted to major corporations such as CitiGroup, Horizon Blue Cross-Blue Shield, the New York Stock Exchange and entrepreneurial companies on analysis of markets, competition, risks, technology impacts and forecasting, geopolitical issues and business strategies, and participated on teams modeling costs, benefits and risks at the Center for Adaptive Systems Applications. His government clients include the CIA, NSA, Department of State, SBA, HHS, and the Department of Commerce, with advice on strategic planning, financial analysis, business model development, U.S. and international economic development, science and engineering human resources and long-range trend analysis. Dr. Leveson's has been advising and assisting NOAA for four years with application of economic and strategic planning concepts and tools to decision-making and management. He has contributed to a wide range of planning and budgeting activities and analyses of programs. He was Principal Investigator on the September 2002 trend analysis that contributed to the development of NOAA's strategic plan and provided focused assistance on special issues such as technology and ocean issues, business and economic trends, evolving business models in the private and public sector and the role of government, evolutionary technology such as the internet and electronic commerce; research and development trends, issues in the provision of weather and climate forecasts and services, and environmental and natural resource management issues. Under a NOAA contract in FY 2004 he assisted in incorporating social science into NOAA planning and decision-making processes and applications through discussions with NOAA officials and social scientists, preparation of workshop briefing books addressing cost-benefit analysis, valuation of benefits and other methods and providing examples of NOAA applications, and presentations to Mission Goal teams and NOAA staff and budget offices. Through all of these activities Dr. Leveson has developed wide-ranging familiarity with NOAA mandates, programs, organization, decision-making processes, directions and critical issues. Dr. Leveson was Principal Investigator on Phase I of the GPS modernization strategic cost benefit study, personally conducting all phases of research, analysis and report preparation. He has examined the status, plans and issues in modernizing GPS, L2C and L5 and competing systems, held extensive discussions and dozens of interviews and with experts in business and government and made presentations to the IGEB, DOT and DOD on the application of approaches and methods to GPS decision-making. These unique qualifications enable him to complete the study without start up delays or costs, to provide continuity and timely completion of the analysis and to assure appropriateness of analysis and communication for decision-making communities. Offeror's who believe they can meet this requirement are required to submit in writing an affirmative response. All written response must include a narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit analysis to establish a bonafide capability to meet the requirements. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely with the discretion of the Government.
