- This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA National Marine Fisheries Service (NMFS), Northwest Fisheries Science Center (NWFSC) has a requirement for a contractor to provide services to conduct a two-week research cruise during October using underwater vehicle, ?SeaBed AUV?, for the task of mapping rocky habitats and their associated benthic fauna in areas of significant terrain off Washington, Oregon and California. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 235 (c) (1), Only One Responsible Source. The government has identified Dr. Hanumant Singh, his staff and laboratory at the Wood Hole Oceanographic Institution as the only sole who can complete work under proposed contract. NOAA believes Dr. Singh, his laboratory and their SeaBed AUV are uniquely qualified to provide the expertise and seagoing facility to successfully complete this project. Dr. Singh has over fifteen (15) years of accumulated experience in the field of electrical engineering and oceanography with an emphasis on underwater acoustics, optics, and design and operation of underwater vehicles. A firm- fixed price order will be awarded with completion date of Dec 31, 2005 from date of issuance. All interested parties must respond to this announcement within ten (10) days of its publication. This is a simplified acquisition with an estimated value of less than $75, 000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
