This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued The solicitation number, DE-RQ75-05SW56688, is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 2001-26. NAICS code applicable to this acquisition is 335311. For contract line item numbers, items, quantities, and units of measure, see attached Section B, The Schedule. For a description of the delivery, furnish, and installation requirements for the autotransformer, see Attachment C, Section J, Work Specifications. Furnish, delivery and installation completion date: May 25, 2006. Acceptance will be FOB destination at the Norfork, Arkansas substation site. FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Evaluation factors applicable to paragraph (a) of 52.212-2 are: Technical capability of the offeror to meet the Government requirement as described in Section C of this solicitation; Price; Past performance. Award will be made on the basis of the lowest evaluated price meeting or exceeding the acceptability standards for non cost factors. It is anticipated that the Government may exercise the option at the time of award, or within 120 days after award and acceptance of the first autotransformer. The value of the option autotransformer will be evaluated on the same basis as the first transformer. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Item with the proposal. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
