- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested & a written solicitation will not be issued. Submit offers on RML-RFQ-5025. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04 dated 6/8/05. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 332618 and the small business size is 500. SCHEDULE: The Rocky Mountain Laboratories, (RML), has a requirement for 4(four) Animal Transfer Stations that shall be compatible with the existing systems provided by Allentown Caging Equipment Company located on the RML Campus, with the following requirements: 1) Dual access stations with Unit Measures of 49.5? wide x 30.0? deep x 76.6? high, Work Area of 44.4? wide x 30.0? deep x 28.0 high. 2) Construction: Removable work area constructed of 16-gauge stainless steel type 304. Work surface shall be positioned from 35? to 45? high for comfortable access while standing. 2? diameter hydraulic legs; height adjustment shall be made via push bottom control. Dual handles shall be mounted on the right side for maneuvering of cabinet. Removable, disposable prefilters shall be located on top of the cabinet and beneath the work surface. The cabinet exterior shall be 18 gauge epoxy coated steel. The stainless steel perforated inlet panels shall be removable to access the drain area. The entire cabinet shall be gas tested under pressure to insure integrity of seals. A one-inch drain valve shall be located on the inlet plenum for collection of liquid spillage. There shall be a 25? retractable power cord mounted on top of the cabinet for maximum mobility. 3) Illumination: There shall be 125 Ft. candle illumination at the work surface, dual fluorescent fixtures. 4) View Screen: Sloped, polycarbonate shatter-resistant sashes. 14? high access opening, and both sashes hinged for cleaning access. 5) Protection: Personnel, Animal and Envirommental protection required. 6) Electrical: The cabinet shall conform to UL, CSA, and CE standards for electrical safety and integrity. Shall require a 25? retractable power cord, 115 VAC, 15 Amp service. Shall require power of 115 volts, 12 Amps, 1 ph., 60 Hz. Dual 32 Watt fluorescent lamps. A panel mounted GFI-protected 2 Amp duplex receptable with weatherproof cover shall be required. A panel mounted UL approved blower, light, and hydraulic lift switches shall be required. 7) Air Flow: A minimum 55 Fpm across work surface HEPA Filters (2) 99.99% efficient filtering particles of .3 micron and smaller shall be required. Disposable prefilters shall be required. 100% fresh make-up air shall be required. Dual magnehelic gauges shall display pressure differential across the filters. 8) Mobility: The units shall have 5? swivel casters and polyurethane wheels, with brakes. 9) Shall meet Class 100 cleanliness levels defined by Federal Standards 209E. Shall meet or exceed microbiological aerosol performances of NIH specification NIH 03-112C. 10) Additional Options shall be considered. FOB Point shall be Destination, Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. The following FAR provisions and clauses apply to this acquisition: (B)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation; FAR 52.212-1 Instructions to Offerors Commercial; FAR52.212-2 Evaluation Commercial Items; FAR 52.212-4 Contract Terms and Conditions-Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. FAR 52.246-2 Inspection of Supplies-Fixed Price. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3 Offerors Representations and Certifications Commercial Items at website http://orca.bpn.gov. Award will be based on the capability of the item offered to meet the above salient characteristics, including technical evaluation, delivery, price, and past performance. Offers may be mailed or faxed to the POC indicated above (Fax - 406-363-9288). Offers must be submitted not later than 4:30 PM (MDT), 8/9/2005.
